MAYOR’S OFFICE OF HOUSING AND HOMELESSNESS SOLUTIONS The Mayor’s Office of Housing & Homeless Solutions (MOHHS) is charged with the implementation and coordination of a citywide strategy focused on urgently bringing unhoused Angelenos inside, building a housing and service continuum that leads to the stability and positive outcomes for people experiencing homelessness or at risk of becoming homeless, and accelerating the equitable development of housing affordable to Angelenos. To achieve this, the MOHHS is locking arms with public and private partners at the city, county, state and federal level and advancing innovative solutions to ensure that every Angeleno has a stable, affordable, and supportive place to call home. JOB SUMMARY: The Senior Director of Housing is a visible strategic partner that directly reports to the Deputy Mayor and provides operational, organizational and communication support to ensure that the team’s workflow runs efficiently and effectively to advance the Mayor’s housing portfolio priorities. These priorities include, but are not limited to, citywide, outcome-driven efforts within prevention/housing stability, interim housing acquisition and asset management, and affordable housing production. Given the dynamic nature of the Housing portfolio, the Senior Director of Housing will have a broad understanding of the practices of public administration and program management to inform the implementation of priorities; excellent collaborative skills to work with multi-, inter-disciplinary partners; and strong adaptive and analytical skills with the ability to apply logic and creativity to resolve complex problems at the direction of the Deputy Mayor. PRIMARY RESPONSIBILITIES: Strategic Planning: Provide operational support and policy guidance on the Deputy Mayor’s strategic plan, initiatives and milestones in accordance with the Mayor’s policy/programming priorities and objectives. Maintain a high-level understanding of priority Interim Housing and Housing policies, programs, and budgets (including departmental budgets). Project Management: Manage priorities/objectives, projects and initiatives on behalf of the Deputy Mayor, including coordinating with other City departments, the City’s Administrative Office, Los Angeles Housing Department (LAHD), Housing Authority of the City of Los Angeles (HACLA), Los Angeles County, housing developers, property owners, and other stakeholders to ensure successful implementation. Policy support: Works closely with Housing Staff and other policy shops within the Mayor’s Office and informs the Deputy Mayor of pertinent items to advance the housing priorities including: State and Federal Earmark requests City Council motions and items TEFRA requests Reviews and approves transmittals pertaining to the Housing team portfolios. Identifying candidates for commissions and prepares them for council confirmation Commissions: Works closely with the Mayor’s Legislative and Commissions team to oversee the commissions and committee under the Housing team’s portfolio including: LA County Affordable Solutions Agency (LACAHSA) United to House LA Citizens Oversight Committee (ULA COC) Rent Adjustment Committee (RAC) Housing Authority of the City of Los Angeles (HACLA) Board of Commissioners HHH Citizens Oversight Committee HHH Administrative Oversight Committee Office Management: Manage the day-to-day tasks of the Housing portfolio, including on-boarding new staff, oversight of staff workflow and associated deadlines, scheduling appointments and meetings in conjunction with the administrative support of the Deputy Mayor. Manage and proactively follow up with staff to complete assignments that involve various sections of the Mayor’s Office, City Departments, and external collaborators. Performance Management: Monitor and assess the performance of the Housing portfolio, identify areas for improvement, and under the direction of the Deputy Mayor implement solutions. Communication: Analyze information on a wide variety of subject matter areas and present them effectively both orally and in writing to diverse audiences. Draft and review correspondence, speeches, talking points and other communications on behalf of the Deputy Mayor, ensuring they are accurate, timely, and align with Mayor’s messaging. Review, analyze, edit, and approve deliverables prior to submission to the Deputy Mayor and executive staff, including but not limited to memorandums, briefing papers, scheduling requests and reports. Stakeholder Engagement: Build and maintain relationships with key stakeholders, including City departments, the City’s Administrative Office, Los Angeles Housing Department (LAHD), Housing Authority of the City of Los Angeles, Los Angeles County, housing developers, Mayor’s Fund, constituents and other stakeholders to advance the Mayor’s initiatives and priorities at the direction of the Deputy Mayor Other duties as assigned MINIMUM QUALIFICATIONS: A commitment to public service, social justice and improving the lives of vulnerable populations Excellent communication skills, exceptional written and verbal. Excellent project management skills and the ability to manage multiple projects simultaneously, lead a team, and manage staff effectively Strong analytical skills with the ability to use a person-centered, strategic and creative approach Excellent collaborative skills with the ability to partner and co-design with other offices, City officials and external stakeholders The ability to work effectively in a fast-paced environment with minimal guidance High degree of professionalism, integrity, and discretion Bachelor's degree in public policy, public health, or a related field. A Master’s degree is preferred. At least five years of experience in a government, public policy or political environment, with at least three years of experience in management or leadership roles. Proficiency in using Google Workspace (specifically Google Drive, Docs, Sheets, Forms, and Calendar). EDUCATION
