OSHD's Services
OSHD works collaboratively with all City departments towards our shared goal of managing risk for the benefit of the safety and wellness of the City workforce. In order to provide a safe and hazard-free workplace for our employees, many core functions come into play. We achieve our mission through various means, including support and guidance, outreach and training, compliance assistance, and technical expertise.

- Assist with all matters related to employees’ safety and health
- Support departments with OSHA/regulatory agency site visits, inquiries, and correspondence
- Monitor and advise on any health and safety related regulatory changes and their impact on department’s operations
outreach & training
- Issue safety programs, procedures, bulletins and other resources
- Facilitate/host/hold safety professional working group meetings to share best safety practices
- Roll out health and safety training
compliance assistance
- Monitor the implementation and on-going reporting functions of Mayoral Executive Directive No. 18
- Monitor compliance with City, departmental, and applicable State and Federal occupational safety and health standards
- Oversee accident, incident, near-miss events, and associated corrective action
- Maintain departmental data regarding safety training, injuries, and OSHA correspondence, etc.

- Conduct on-site safety inspections for hazard identification and exposure assessments in office and field settings
- Provide ergonomic assessments and support
- Perform industrial hygiene and indoor air quality surveys
- Provide support and collaboration with safety policy and program development
- Conduct trend analysis of departmental safety data for risk assessment and liability exposure
- Provide recommendations for safety improvements

As part of Executive Directive No. 18, Department General Managers or designee are required to specifically report on metrics such as:
- Claims Per 100 Employees
- Accident Investigation Forms (Form 5020) and Supervisor's Accident Investigation Forms
- Trainings
- Reasonable Accommodations
This type of reporting improves feedback loops between departments, the Personnel Department's safety and wellness management efforts, and City leadership.

This form is to be used to notify the Citywide Safety Administrator, within 24 hours of knowledge, of any of the following:
- Any regulatory inquiry, citation, notice of violation, final order along with any pertinent document (forward to per.safety@lacity.org)
- Any fatality or serious injury or illness that triggers notification to a regulatory agency
- Any single incident or exposure where the department is aware that three or more employees have reported health issue(s)
- Any site visit by a local or state regulatory agency (e.g., Cal/OSHA, DPH, or SCAQMD)
- Any on-site incident that becomes subject of significant public attention or media coverage
- Any incident where a building is evacuated for unsafe condition
