The City of Los Angeles Personnel Department’s Employee Benefits Division administers the following programs:
- LAwell, the Civilian Employee Benefits Program
- LIVEwell, the Civilian Employee Wellness Program
- COMMUTEwell, the Commute Options & Parking Program
- The Deferred Compensation Plan (for full-time and half-time employees)
- The Pension Savings Plan (for part-time, temporary, and seasonal employees)
EMPLOYEE BENEFITS PROGRAM
The City offers a variety of benefits options through its LAwell Benefits Program (LAwell). LAwell’s annual Open Enrollment (October 1-31) gives employees and their families the opportunity to make benefit choices that are important in supporting their health and wellbeing. LAwell provides the following benefits to eligible full-time and half-time employees:

RIDESHARE, PARKING, AND TRANSIT BENEFITS
The City offers a variety of transportation benefits to eligible City employees through its COMMUTEwell Program. COMMUTEwell includes coordination of the City’s ridesharing programs and issuance of parking permits for City-owned and leased parking lots. COMMUTEwell also provides information on commuting alternatives and encourages employees to join the City's efforts to reduce traffic congestion and improve air quality in the Los Angeles Basin.

The City of Los Angeles Deferred Compensation Plan is a supplementary retirement savings plan. It is available to all employees who are members of one of the City’s three defined benefit retirement plans. This voluntary program provides a resource for supplementing your City pension and building your financial security.
The Los Angeles City Employees’ Retirement System (LACERS) provides civilian employees of the City of Los Angeles a defined benefit retirement plan inclusive of service retirements, disability retirements, survivor benefits, and retiree health insurance programs. All regular, full-time, and certified part-time City employees are eligible for LACERS membership except employees of the Department of Water and Power, and sworn personnel who are members of the Los Angeles Fire and Police Pensions.
The City of Los Angeles Pension Savings Plan is a retirement savings plan for all part-time, temporary, and seasonal employees who are not eligible to participate in one of the City's three defined benefit retirement plans. Employees eligible for the Pension Savings Plan are enrolled automatically and participation is mandatory.
City employees also receive benefits which are not administered by the Employee Benefits Division.
Compensated Time Off & Leaves of Absence
Employees accrue compensated time off (vacation, sick leave, etc.) and receive paid holidays in accordance with their Memorandum of Understanding (MOU) or other applicable provisions related to their employment. All leaves of employment (including vacation, sick leave, Family Medical Leave, and any other applicable type) are administered by the Human Resources/Personnel section of the employee’s Department. Additional Insurance/Benefit Options
In addition to the insurance and benefits offered by the Employee Benefits Division, City employees may receive other insurance options or benefits through their union, another organization, or separate entity. Employees can refer to their MOU for details on the additional benefits they may receive, and can speak with their supervisor or Human Resources/Personnel contact for further information.
