SUMMARY OF DUTIES

The Procurement Analyst performs professional procurement and contract administration work supporting the Los Angeles Public Library’s acquisition of commodities including materials, supplies, equipment, repair and maintenance services, and subscriptions. The incumbent analyzes requisitions, develops solicitations, evaluates vendor bids, administers contracts, and ensures compliance with the City and Library procurement policies.

This is a journey-level classification responsible for performing professional procurement duties in commodity purchasing and supporting department purchasing activities for the Library.


Essential Job Duties and Responsibilities

Procurement and Contract Administration

  • Review and evaluate requisitions for goods and services.
  • Develop solicitation documents Invitation for Bids (IFBs).
  • Review and ensure specifications are accurate, complete, and compliant with City requirements.
  • Advertise IFBs and coordinate bid openings in accordance with City procurement policies.
  • Analyze vendor bids to determine responsiveness and responsibility.
  • Prepare price comparisons, evaluation summaries, and make award recommendations based on the best overall value to the City.
  • Coordinate with contracting organizations and alliances to identify cooperative purchase arrangement (CPA) opportunities.
  • Establish contracts via IFBs or CPA and administer contracts including contract renewals, amendments, and change orders.
  • Negotiate contract terms, pricing, and conditions when appropriate.
  • Conduct market research and assist in contract consolidation and cost-saving initiatives.
  • Monitor vendor performance and contract compliance.
  • Maintain procurement records and prepare reports related to purchasing activity.
  • Ensure compliance with:
    • City Charter and Administrative Code
    • Public contracting regulations
    • Bureau of Contract Administration requirements such as Small Business and Small Local Business enterprise
    • Insurance and risk management requirements

Vendor and Stakeholder Coordination and Support

  • Conduct vendor outreach and participate in pre-bid conferences.
  • Serve as liaison between Library divisions, vendors, and other City departments.
  • Provide training and guidance to Library staff and new procurement personnel.
  • Resolve contract and purchasing discrepancies with vendors and internal stakeholders.
  • May be assigned to act for supervisory staff

  • Communicate effectively with vendors and Library staff
  • Utilize various procurement and computer software applications
  • Prioritize multiple procurement projects simultaneously
