LATERAL TRANSFER OR PAY GRADE ADVANCEMENT OPPORTUNITY

 

BACKGROUND

 

The Los Angeles City Fire Department (LAFD) has a transfer or pay grade opportunity for one Senior Personnel Analyst II position. The Senior Personnel Analyst II will be assigned to the Department’s Human Resources Division, Records Unit. 

 

REQUIREMENTS

 

  1. A minimum of one year as a Sr. Personnel Analyst II or Sr. Management Analyst II.
  2. A minimum of three years, but four is preferred, as a Sr. Personnel Analyst I.
  3. Supervising experience.

A strong background in the following is highly desirable: interpretation/analysis of Civil Service Rules, City Charter, Administrative Code, and MOU provisions; leading records-related processes; and hands-on Workday knowledge/experience processing transactions. 

 

RESPONSIBILITIES

Under the direction of the Personnel Director, the Senior Personnel Analyst II serves as the Records and Project Management Manager for LAFD and provides guidance on the interpretation and application of various MOU agreements, Administrative Code, Civil Service Rules, and Personnel Policies and Procedures. Duties include, but are not limited to:

  • Supervise a team of professional and support staff whose responsibility is to process and complete Workday transactions for LAFD civilian and sworn employees.

  • Supervise a team of professional and support staff whose responsibility is to manage the workload coming in and out of Records and ensure timely completion of tasks assigned and document workflows and best practices.

  • Assist Records team staff with different aspects of records and time management, including but not limited to: review Workday transactions for accuracy; develop and review of best practices and workflows; provide direction to Department managers and supervisors regarding pay discrepancy issues; update existing material and procedures to ensure their applicability and compliance with current LAFD and Personnel Department policies and procedures; conduct audits and run reports in Workday and other internal systems; and trouble-shoot issues.

  • Facilitate and lead regular meetings with various internal and external parties, including but not limited to: internal and external legal counsel, HRP, Controller, ITA, Personnel Department, CAO, etc.

  • Complete high-level problem-solving of LAFD’s hiring and records issues.

  • Analyze workflow efficiencies and provide process improvement ideas.

 

Additional functions of this position include advising on City policies, provisions, rules, and employee relations issues; responding to employee grievances; addressing pay-related issues; participating in joint labor and management committee (JLMC) meetings; participating in ERB arbitrations, EEOC mediations, and other administrative hearings; and other duties as assigned
