This position reports to the Principal Deputy Controller and manages and directs the activities of several teams within the Fiscal Oversight and Support Section (FOSS) and Paymaster areas. This group includes Council Controlled Accounts Payable review, approval and oversight, Travel, Purchasing Cards, Tax Compliance, and the Citywide accounting training units. FOSS reviews and provides oversight of the accounting functions of departments with delegated accounts payable functions, and also manages accounts payable approvals of proprietary departments by auditing and certifying all demands on the City treasury, in accordance with City Charter, Administrative Code, and other applicable policies and procedures, as prescribed by the Controller’s Office. This position also manages and directs the Paymaster Unit of the Controller’s Office, which is responsible for the security, control and disbursement of all warrants (checks) for City vendors, workers’ compensation and payroll, as well as enforcing legal wage garnishments against City employees and vendors.
