Minimum Experience Requirements
- Must currently be a regular, full-time Senior Accountant I or II with the City of Los
Angeles, or have status in the classification.
Candidates must meet the eligibility requirements by the application deadline.
Summary of Duties
The Senior Accountant II will be responsible for all financial aspects of the Los Angeles
Convention Center Expansion and Modernization Project, including, but not limited to the
proposal amounts, change order proposals, notices to proceed, and expenditure amounts. The
incumbent will utilize the Financial Management System (FMS) to monitor payments for
consultant and contractor invoices, create Master Service Agreements (MSA) and Master
Agreement Modification Requests (MMR), create Vendor Customer Creations (VCC) and
Vendor Customer Modifications (VCM), and ensure that financial records and reports are in
accordance with Generally Accepted Accounting Principles (GAAP).
The Senior Accountant II prepares encumbrance requests, monitors funding, and processes
other financial documents for the Project. The incumbent audits expenditures to ensure that the
Project remains within budget and reconciles numbers when needed. The incumbent will
oversee contractor staff tasked with accounting work and the preparation and maintenance of
budgetary and accounting records to ensure correctness and completeness and reviews
incoming invoices to ensure the amounts and all information are accurate. They will work with
the contractor to obtain accounting information; reconcile any discrepancies on invoices, and
handle records from contractors and subcontractors. The incumbent will also liaise with outside
stakeholders to obtain documents and reports, with the Office of Accounting to submit and
ensure all financial documents are processed appropriately, and with project managers to
ensure invoice amounts are accurate, the project remains within budget, and financial records
are prepared as needed. The Senior Accountant also prepares and reviews documents such
as building leases, rental agreements, and other financial documents for the new office space needed for the Project, prepares monthly expenditure and labor reports for management,
executive staff, oversight committee, and the Mayor's Office, and provides other financial support to the Project as needed.

The Bureau is looking for candidates who possess the following skills, knowledge and abilities,
including but not limited to:
Knowledge of:
- Strong knowledge of theory and practice of governmental and commercial accounting in
accordance with Generally Accepted Accounting Principles (GAAP);
- Requirements of the Governmental Accounting Standards Board (GASB) and the
Financial Accounting Standards Board (FASB);
- Internal Control Certification Program (ICCP) and Single Audit requirement;
- Cost accounting methods and procedures;
- Auditing principles and practices in accordance with Generally Accepted Auditing
Standards (GAAS);
- Laws and ordinances relating to the financial administration of City government;
• Accounting and the procurement systems and financial structure of the City;
- Principles and practices of public finance administration;
- Office practices and procedures;
- Rules, regulations, laws, and ordinances relating to City business taxes and permits;
- Computer and software applications as they apply to accounting operations;
Ability to:
- Prepare or analyze and verify financial documents, statements, and reports;
• Deal with others with tact and good judgment;
- Plan and conduct internal and external audits of accounting records;
- Prepare complex financial statements and reports;
