SALARY: $109,500 - $160,200 (Mayoral Aide VII) 


SUMMARY: 

The Mayor’s Office of Public Safety (MOPS) strives to serve all Angelenos by implementing and  expanding innovative programs, policy solutions, resources and initiatives to build a safer city.  The office oversees the City’s public safety agencies, including the Los Angeles Police  Department, Fire Department, Emergency Management Department, as well as the law enforcement agencies at the Port of Los Angeles and Los Angeles World Airports. MOPS is  made up of a Policy Team, Program Team, and Crisis Response Team. 


The Securing the Cities (STC) Program is a cooperative agreement between the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) Office and the City of Los Angeles Mayor’s Office of Public Safety. Federal funding is awarded to the Los Angeles – Long Beach (LA-LB) STC Program for administrative and program management support, radiological and nuclear detection equipment, and partner agency training and exercise overtime. The Los Angeles – Long Beach STC Program is currently in its Sustainment Phase with thirteen regional partners and federal continuation funding support to maintain the robust radiological/nuclear regional architecture consistent and coordinated with the Global Nuclear Detection Architecture (GNDA) for the detection of radioactive and nuclear material out of regulatory control.


PRIMARY RESPONSIBILITIES: 

The STC Program Director is responsible for overseeing a regional preventive radiological and nuclear detection (PRND) program for the City of Los Angeles and regional primary and expansion partner jurisdictions. In this role, the director will provide region-wide leadership and administration of the LA-LB STC Program in partnership with the U.S. DHS CWMD.  This position leads regional coordinating, monitoring, and oversight management of grant-funded projects to ensure regional support and federal compliance to meet CWMD priorities and the security needs of the region.


Job duties include: 

  • Development and evaluation of regional strategies for the administration and financial management of the LA-LB STC Program including engagement with partner entities, grants, procurement, contracting, compliance, monitoring, reporting and performance management, including tracking all programmatic milestones and deliverables;

  • Implementation of policies and plans for the Los Angeles area regional radiological and nuclear detection program with federal, state, partner jurisdictions as well as with City departments, community organizations and elected officials;

  • Communicating regularly with the program’s principal and expansion partners on information sharing/exchange for situational awareness, regional operational deployment strategies, related radiological/nuclear incident information, equipment gaps, and needs analysis to ensure regional program participation and coordination;

  •  Management of radiation source materials through licensing with the State of California Department of Public Health’s Radiologic Health Branch for regional training, exercises and drills;

  • Coordinate procurement of PRND equipment, calibration, and maintenance;

  •  Coordinate and conduct PRND training and proficiency drills with the program’s principal and expansion partners to ensure strategic training goals are evaluated and met;

  • Prepare written and oral briefings to the Mayor, City Council, and Urban Area Security Initiative’s (UASI) Approval Authority as needed regarding the status and progress of the Securing the Cities Program;

  • Track programmatic and financial outcomes and performance measures, reported quarterly to CWMD, including compliance with federal reporting and data collection requirements such as annual equipment monitoring and single audits;

  • Develop applications for all Securing the Cities grant funding applications; and 

  • Oversee, approve and track the program partner agencies’ reimbursements for training and exercise backfill and/or overtime payments.


REQUIREMENTS:  

  • Graduation from an accredited college or university with a Bachelor's Degree, or a  minimum of eight (8) years of progressively responsible professional program management, six (6) years of which must have been in a supervisory capacity.


KNOWLEDGE:  

  • Six to eight years of management experience in grant compliance or program management that includes performance measurement, intergovernmental relations.

  • Experience and working knowledge in radiological and nuclear detection including training and exercise initiatives.

  • Experience developing, implementing, and evaluating policies and procedures to improve process efficiency in a large public agency.

  • Experience establishing an organization structure, monitoring staff assignments, and implementing administrative processes to accomplish agency and program missions and objectives in an effective and efficient manner.

  • Know and apply applicable laws, regulations, policies, work procedures and instructions.  

  • Knowledge of the structure and content of the English language including the meaning  and spelling of words to prepare business correspondence, effectively using English,  proper spelling, grammar and punctuation.  

  • Knowledge of a wide range of administrative and clerical procedures such as word  processing, managing files and records, transcription, designing forms and templates,  other office procedures, office equipment and terminology.  

  • Knowledge of electronic equipment, computer hardware and software, including office  automation and process applications.  

  • Knowledge of the principles of providing excellent customer service to internal and  external customers.
