This position will support the Environmental Affairs Division Environmental Management Web System (EMWS) to ensure compliance with environmental regulations which covers Chemical Inventory, Contingency Plans, Sulfur Hexafluoride (SF6), Underground Storage Tanks, Hazardous Waste Manifests, permits, environmental review process, and testing/record keeping. This position will be involved with all aspects of software development including requirements gathering, analysis, design, coding, testing, debugging, testing, documentation, maintenance, providing user training and support, and focus on the transition of all EMWS maintenance and enhancement services currently provided by a contractor. 

This position is responsible for problem resolution and must respond to emergency operational call-outs to restore system functions and will work under the direction of a Programmer Analyst IV and with Environmental Affairs, Environmental Audits and Compliance group. Also, this position will perform other miscellaneous duties as required. 

Work location may change to accommodate business needs. During the temporary telecommute schedule in place, employees may have to share and alternately use a work space(s) on their respective onsite days. Overtime and some travel may be required. A valid California Driver's License is required and must be maintained during the course of employment. May be required to report to other locations to perform daily work. 

Candidates will be evaluated for the following work-related skills, 
knowledge, and abilities: 
  • Experience in web-based applications including gathering business requirements, performing analysis, design, coding, testing, debugging, and testing. 
  • Experience in developing web-based application front ends using prototyping and mockup tools. 
  • Experience in working with customers to communicate status, gather requirements, and presenting technical issues to business users.
  • Experience in performing cost benefit analysis and analyzing project feasibility. 
  • Knowledge and experience in systems development using, but not limited to, ColdFusion, Java, SQL, PL/SQL, JavaScript/JSON, XML, HTML, AJAX, database stored procedures and triggers. 
  • Knowledge and programming experience in MS Windows or Linux server environments. 
  • Knowledge and experience in building system interfaces to other systems and packages.
  • Excellent oral and written communication skills .
