Minimum Experience Requirements
To qualify for the emergency appointment, candidates must meet the following requirements:
- Two (2) years of full-time paid professional experience as an Architect with the City of Los Angeles, and
- A valid California Architect license issued by California Architects Board.
To qualify for the paygrade advancement, candidates must meet the following requirements:
- Must currently be a Senior Architect with the City of Los Angeles or have status (regular appointment) in the class.
Candidates must meet the eligibility requirements by the application deadline.
Summary of Duties
The Senior Architect PM II will provide leadership to City staff and supporting consultant staff working on the Convention Center Expansion and Modernization Project. This project is a singular undertaking, using a design/build delivery method that includes a developer, a joint venture of two major construction companies, and an architecture/engineering design consultant team. The Project has an approved design and construction budget of $1.95 billion.
The delivery schedule includes a notice-to-proceed for construction drawings at the end of September 2025, with construction work initiating in mid-October 2025. The schedule requires major work to be done by March 31, 2028 for the summer Olympics, with remaining work completed after the Olympics by May of 2029. The leadership growth opportunity for the appointed individual will be unique and will expose the selected candidate to broad design and construction professional experiences with a large, professionally diverse team.
The Senior Architect PM II reviews, analyzes, and prepares recommendations for preliminary
schematic, design development, construction documents and specifications prepared by
Developer and Design Build Contractor to ensure they meet City standards and all requirements
for a construction project and as listed in the executed Project Agreement. The incumbent will
administer the Bureau of Engineering on-call constructability and project management design
consultant contracts, including managing the preparation of RFP/RFQ to award the contract.
The Senior Architect PM II trains, evaluates, assigns and reviews the work of an Architect, a
Structural Engineering Associate IV, and a team of consultants. The position also presents
designs for review and approval to City agencies, departments, and community stakeholders or
facilitates the approval process. During the Procurement Phase, the incumbent will review and
analyze submittals for compliance with design intent. During the Construction Phase, they will
review and approve submittals, respond to RFIs, review problems and inspect construction
sites. The incumbent will ensure that the project is managed in E2020; attend job site meetings
with Developer, Design Building Contractor, City staff, project consultants and others regarding
plan review, scheduling, construction changes, progress of the project and related matters; and
will address escalated issues with the Project.
Skills, Knowledge and Abilities
The Bureau is looking for candidates who possess the following skills, knowledge and abilities,
including but not limited to:
- Good skills in optimizing systems and procedures.
- Skills in conceptualizing a design and construction project from initiation to completion,
scheduling the entire project, budgeting the soft and hard costs of completing the project.
- Knowledge of the theory and practice of architecture.
- Knowledge of the procedures involved in developing major building projects from
initiation to final completion;
- Knowledge of local building practices and code requirements; a good knowledge of
safety principles and practices.
- A working knowledge of interior decorative design applications.
- A working knowledge of mechanical and electrical engineering requirements of public
buildings and pertinent equipment;
- A working knowledge of contract administration functions.
- Good knowledge of Bureau programs, regulations, policies and procedures.
- Good knowledge of the project delivery process.
- Knowledge of the principles of supervision and management.
- A working knowledge of the laws and regulations related to equal employment
opportunity.
- A general knowledge of City personnel rules, policies and procedures.
- The ability to supervise the designing, detailing, and drawing of the architectural features
of all types of municipal buildings, structures, and installations.
- The ability to direct a staff of professional and nonprofessional subordinates engaged in making various types of architectural inspections, plans, and computations.
- The ability to evaluate and supervise the design of alternate proposals for architectural improvements in light of soundness of engineering features, economic feasibility, and long-term city planning.
- The ability to deal tactfully and effectively with contractors, the public, and public officials.
- The ability to assist in coordinating the work of a major design division with other municipal functions.
- The ability to prepare and supervise the preparation of adequate and accurate controls, records, and reports.
Emergency Appointment
- The emergency appointment is subject to the approval of the Personnel Department.
- The term of employment will be one (1) year or until the eligible list is established. An emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. During the time of the emergency appointment, an Eligible List for the full-time position will be established, and the position will be opened to fill on a permanent basis at the discretion of the City. The individual who fills the emergency appointment will be encouraged to apply for the Civil Service examination process.
