PROGRAMMER ANALYST V
TRANSFER/PAYGRADE OPPORTUNITY
The Office of Finance's (Finance) has one Programmer Analyst V position available in the Systems Division. The successful candidate will leverage their experience and expertise to provide technical support, technical guidance, collaborate with cross-functional teams to deliver high quality software solution. The position is at the Industrious Building located at 444 S. Flower Street, Los Angeles, CA 90071. Finance currently offers a hybrid work schedule of two in-office days with a 9/80 option available.
Duties include, but are not limited
to, the following:
- Applications Development Support - supporting various web applications, including TDS, Cashwiz, Fund Balances and other intranet and public facing web sites.
- Act
as the subject-matter expert for application development and database design
and data extraction and reporting techniques.
- Tax Software Support - Provides development and ongoing support for Finance's tax discovery and tax collection operations such as Tax Discovery and Tax & Permit collection software.
- Database Support - Applying advances quires to LATAX and Financial Data - ability to work with Postgres and Microsoft SQL Server databases required.
- Supervision - Manages unit workload, trains staff, evaluates staff performance. Will supervise a Senior Systems Analyst I and Programmer Analyst III; lead projects across a matric of resources.
- Administers discipline and enforces City's EEO policies.
SKILLS,
KNOWLEDGE AND ABILITIES
Qualifying candidates seeking to fill
this position, at a minimum, should have the following skills, knowledge, and
abilities:
- Hands-on
experience in one or more programming languages: C#, .NET, ASP.NET, MVC, JSON,
JavaScript, CSS, XML, HTML, Java and Crystal Reports.
- Proficiency
in Structured Query Language (SQL) and relational databases such as Postgres
and Microsoft SQL Server; experience with stored procedures preferred.
- Solid
understanding of development methodologies (e.g., Systems Development Life
Cycle, Agile, Waterfall, Extreme, etc.).
Any experience in Agile and Scrum is a plus.
- Development
experience in Windows required; Linux experience will be an advantage.
- Experience
working with cloud services, particularly in Azure cloud; AWS experience can be
considered; Certifications desired.
- Tools:
Familiarity with version control systems (Git).
