TRANSFER/PAYGRADE OPPORTUNITY
PERSONNEL DIRECTOR III

JOB INFORMATION: This opportunity is open to current Personnel Director I, II, and III that have passed probation.

WORK SCHEDULE: 5/40 work schedule. Hybrid telecommuting is available with a minimum of three ( in office workdays per week, and on the remaining workdays, the employee may telecommute.

DUTIES AND RESPONSIBILITIES
  • The Personnel Director III is a senior manager on the Library Department’s administrative team and reports directly to the Assistant City Librarian.

  • Serves as Division Director for the 12 staff members of the Human Resources Office The Library Department is a large sized City department comprised of a workforce of 1,302 budget authorities and 300+ part time/intermittent employees in over 50 job classifications

  • Plans, directs, and manages a comprehensive human resources program including labor relations, discipline, grievance processing, employee development, selection and employee processing, and various personnel programs and services.

  • Represents the Department on personnel and employee/labor relations matters at meetings of the City Council and Committees, Civil Service Commission, Employee Relations Board, Board of Library Commissioners, and employee labor unions.

  • Serves as the Department representative in the collective bargaining process; meets with employee unions to resolve issues.

  • Advises management and makes recommendations on all personnel matters including classification, examination, recruitment, application of the Administrative Code, City Charter, Civil Service Rules, MOUs, Ordinances, City and Department personnel policies and procedures.

  • Makes recommendations to management on the appropriate disposition of disciplinary matters discrimination complaints, and grievances.

  • Facilitates Workday HR related matters and works with other division managers on coordinated department efforts.

  • Works with the Library Leadership Development Office on employee development programs and training.
