Minimum Requirements
To qualify for the paygrade advancement opportunity, candidates must have two years of full-time experience as a Senior Management Analyst I with the City of Los Angeles.
To qualify for the transfer opportunity, candidates must currently be a Senior Management Analyst II with the City of Los Angeles.
The following qualities are desired, but not required, for the position:
- Administrative experience with the Bureau of Engineering.
- Specialized knowledge in managing financial duties for the Proposition K, Homeless, Decarbonization, Municipal Facilities and CTIEP projects.
Summary of Duties
The Senior Management Analyst II (SMA II) will report directly to the Division Manager, a Principal Civil Engineer PM III. The SMA II will be required to attend various scheduled Convention Center Expansion project (Project) in-person meetings which would likely result in two to five in-office days per week, depending on operational needs.
The Senior Management Analyst II will be BOE's administrative lead staff for this approximately $2 Billion Project, working collaboratively with the City team that includes: the Offices of the City Administrative Officer (CAO) and the Chief Legislative Analyst (CLA); the office of the City Attorney; the City Tourism Department; Building and Safety Department; City Planning Department; Los Angeles Fire Department; Los Angeles Department of Water and Power; other Bureaus in the Department of Public Works; and other City departments as required by the Project.
As the City's administrative lead on the proposed Project, the SMA II will be working closely with a technical consultant team, and with the City's development partner, AEG Plenary Convention Los Angeles (APCLA). In addition, the Senior Management Analyst II will be supporting the Principal Civil Engineer PM III in their close work with the architecture firm Populous and the contractor PCL/Webcor Joint Venture.
It is anticipated that the CCD staff will also regularly brief the Mayor's Office, City Council Offices, the Board of Public Works, the Municipal Facilities Committee, interested community groups and others on the status of the Project.
The SMA II will supervise a SMA I and a Senior Accountant II, as well as other consultant staff.
Skills, Knowledge and Abilities
The Bureau is looking for candidates who possess the following skills, knowledge, and abilities, including but not limited to:
- Excellent oral and written communication skills.
- Comprehensive knowledge of the Financial Management System (FMS), Infoadvantage and Merlin is a must to properly track funding expenditures and encumbrances of various projects.
- Knowledge of BOE, Board of Public Works, and City Council processes and procedures.
- Knowledge of preparing contracts, Board Report, Construction Projects Report, Financial Status Report and Technical Correction.
- Knowledge of the BOE Billing System (BBS), Position Control System (PCS) and Personal Services Contract System (PSCS) and UPRS
- Ability to communicate effectively and work cooperatively with employees, other City Managers, executive managers in BOE and other City Departments, the Mayor’s Office, Council offices, various Boards, oversight committees and interested members of the public.
- Ability to work well with people at all levels of the organization and partnering agencies.
- Ability to lead and direct a group of professional employees to analyze and resolve complex problems; identify relevant issues; and formulate reasonable and effective solutions.
