Minimum Experience Requirements: 

The Bureau of Engineering is seeking to fill one (1) vacancy via transfer opportunity.  The position is open to all Management Analysts currently employed by the City Of Los Angeles. 

To qualify for this transfer opportunity, candidates must currently have a full time, regular appointment as a Management Analyst with the City of Los Angeles or have status in the classification. 

Specialized knowledge in managing financial duties for Proposition K projects as well comprehensive knowledge in FMS is preferred. 

Summary of Duties:
The Bureau of Engineering's Recreational and Cultural Facilities Group, in collaboration with the L.A. for Kids Steering Committee and the City Council, oversees the Proposition K Programs. The Management Analyst will serve as the lead staff member, providing financial and administrative support for Proposition K projects. This role requires collaboration with the Office of the City Administrative Officer (CAO), the Controller’s Office, and other City Departments. Located within the Architectural Division (ARC) of the Bureau of Engineering, this position reports directly to the Senior Management Analyst. The incumbent will assist with general administration and support duties for Proposition K projects, including the implementation of policies, procedures, operating practices, and reporting systems essential for the delivery of Public Building and Open Spaces capital projects. Responsibilities also include reviewing invoices and reimbursement requests for non-profit Proposition K projects, preparing reports for the LA for Kids Steering Committee on various Proposition K issues, and assisting in the development of requests for proposals for the Proposition K Competitive Request Proposal Process. Additionally, the incumbent will prepare grant agreements, amendments, supplemental agreements, and process reimbursements for agencies awarded Proposition K funding. 

Skills, Knowledge and Abilities:
The Bureau of Engineering is looking for candidate who possesses the following skills, knowledge and abilities, including but not limited to: 
• Excellent verbal and written communication skills, including the preparation of technical reports and correspondence. 
• Proficient knowledge of the Financial Management System (FMS), Infoadvantage, and Merlin for tracking funding expenditures and encumbrances of various projects. • Knowledge of the processes and procedures of the Bureau of Engineering (BOE), Board of Public Works, and City Council. 
• Experience in preparing/reviewing contracts, Board Reports, and Motions.
• Familiarity with the BOE Billing System (BBS), Position Control System, Personal Services Contract System (PSCS), and UPRS. 
• Ability to communicate effectively and work cooperatively with employees, other City Managers, and executive managers within the BOE and other City Departments. 
• Ability to work well with people at all levels of the organization and with partnering services. 
• Ability to analyze and resolve complex problems, identify relevant issues, and formulate reasonable and effective solutions.
