Overview:

The Economic and Workforce Development Department (EWDD) is accepting applications to fill one (1) Management Assistant position. The position is assigned to the Workforce Development Division’s Strategic Planning, Research, and Evaluation Section.

The Strategic Planning, Research, and Evaluation Section supports critical planning and evaluation functions of EWDD. The Unit supports the development of the Department's budget, strategies, policies as it relates to the Workforce Development Annual Plan. The Unit also supports the department’s adherence to federal, state, and local guidelines, ensuring that regulatory requirements are consistently met. The Unit is also responsible for conducting policy research and evaluation related to service delivery. This includes ensuring compliance with grant-funded procurement requirements and overseeing the state-mandated certification of federally funded WIOA grants.

Responsibilities include, but are not limited to:
  • Assist with the research, interpretation, and recommendations of new workforce development strategies, policies, annual plans, procedures, and regulations and evaluation methods to inform current and future service delivery and for compliance with grant requirements as applicable.  
  • Support research and evaluation of programs within the EWDD through the procurement and contract development of selected consultants and program evaluators.  Develop and monitor contracts, process invoices, and support evaluators with requests for data or program information to facilitate evaluation methods.
  • Prepares demographic and/or labor market graphs, reports, and GIS maps and PowerPoint slides for presentation to the WDB, City Council, and/or Mayor’s Office.
  • Provides support in the development of the WDB's Annual Plan including strategy development, policy review and recommendations. 
  • Represents WDD in meetings with the public, community leaders, Workforce Development Board, City Council and Mayor's office in accomplishment of the stated tasks.
  • Other related tasks as assigned.
The primary work location for this position is 444 Flower Street, Suite 14th Floor, Los Angeles, CA, 90071 and the department is currently working a hybrid schedule.

Minium Requirements:
  • Successful completion of a probationary period in the classification of Management Assistant.
  • A four-year college degree or equivalent from an accredited college or university or full-time paid relevant experience.
  • Proficiency in Google Office Suite programs (i.e. Google Workspace, Google Drive, and Gmail), Microsoft Office365 applications (i.e. Excel, PowerPoint, and Word), and general computer and technology skills are required.
Desired Qualifications:
  • Possession of a valid California “Class C” driver’s license and a good driving record are required at the time of application.
  • Experience in adult and/or youth workforce development systems and programs.
  • Experience working with client databases and/or management information systems(e.g., CalJOBS) is highly desired, but not required.
  • Knowledge of procurement practices and procedures.
  • Excellent communication (oral and written), organizational, and interpersonal skills.
  • Ability to perform process analysis and apply critical thinking.
  • Attention to detail and problem-solving capabilities.
  • Ability to work under minimal supervision.
