SUMMARY: 

The Securing the Cities (STC) Program is a cooperative agreement between the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction (CWMD) Office and the City of Los Angeles Mayor’s Office of Public Safety. Federal direct funding is awarded (dependent upon annual congressional authorities) to the Los Angeles – Long Beach STC Program and is submitted, via transmittal, for council acceptance and contractual authorizations for administrative/program management support, equipment procurements, and budget appropriations for partner agencies’ training and exercising backfill/overtime distributions. The STC Program is currently in its sustainment period while seeking federal continuation funding to maintain the development and sustainment of a robust radiological/nuclear regional architecture consistent and coordinated with the Global Nuclear Detection Architecture (GNDA) for the detection of nuclear or other radioactive material out of regulatory control. 


PRIMARY RESPONSIBILITIES

To provide professional-level support to the Program Director, and oversee the administration and management of the Securing the Cities Program, the regional radiological - nuclear detection and interdiction program, for the City of Los Angeles (City) and the Los Angeles Region. 

JOB DUTIES: 

  • Reviews, recommends, and evaluates regional strategies for the financial and administrative management of the Los Angeles- Long Beach Regional STC program, including the roles of partnership entities, systems, grants, procurement, contracting, compliance, monitoring, reporting, and performance management; 

  • Manages and participates in the development and implementation of goals, objectives, policies, procedures, work standards, and priorities for the program; establishes appropriate budget, and program initiatives; 

  • Managing and reconciling STC grant budget allocations, reviewing/approving grant expenditures, and ensuring grant spending deadlines are met; 

  • Monitoring subrecipient compliance with grant requirements and applying City, and Federal regulations, as applicable; preparing requests and progress reports to Grantors; and providing information related to City, and Federal audits; 

  • Establishes and maintains contacts with funding agency personnel and potential program subrecipients, and provides timely advice on grant requirements, and procedures; 

  • Monitors changes in Federal, and City regulations that may affect assigned functions & operations; implements policy & procedural changes as required; 

  • Provides orientation and ongoing technical assistance to STC subrecipients and City personnel on grant implementation, project management, grant closeout, and other funding agency and institutional compliance policies and procedures; 

  • Maintains official grant files for audit purposes as required by federal regulations; assists Fiscal Services with audit activities related to the STC grant program; 

  • Participates in and supports Program Director on committees, task forces, and special assignments, including, but not limited to, mandated training, workshops, and STC events on behalf of, or with, the Mayor; 

  • Coordinate and collaborate with the Department of Homeland Security, Countering Weapons of Mass Destruction Office (CWMD) as required to assist in the administration/management of the STC program; 

  • Draft and coordinate with the various City Departments to prepare STC program transmittals and Subrecipient Agreements; 

  • Conduct research and gather information related to the STC Program compliance requirements with federal reporting and data collection; 

  • Assist in the annual review, and updating of the STC regional operational plans, including the strategic plan, implementation plan, integrated preparedness plan, regional equipment acquisition plan, information exchange plan and sustainment plan for the Securing the Cities program; 

  • Assist in the coordination to conduct annual program inventory tracking of radiological/nuclear detection equipment purchases, and related regional training and exercises; 

  • Assist in conducting needs assessments/gap analysis related to STC application submissions for all subsequent Securing the Cities grant years, to include, but not limited to annual notice of funding opportunity awards; 

  • Participate and complete radiological/nuclear materials awareness level training, primary and secondary screener radiological/nuclear detection training; 

  • Attend and participate in program related training sessions and exercises/drills as required; 

  • Coordinate and track program equipment procurements with applicable City departments and staff for purchase orders and/or service contracts; 

  • Coordinate and track the program’s partner agencies reimbursement submissions for training and exercise backfill and/or overtime payments 

Related duties may also include: 

  • Other planning and organizational activities as needed; 

  • Attend and participate in the bi-annual CWMD STC Stakeholders meetings as necessary;

  • Attend and participate in the annual CWMD STC Executive Leadership meeting as necessary;

  • Conduct program presentations to various audiences and potential expansion partners as required. 

REQUIREMENTS: 

  • An undergraduate degree from an accredited college or university preferred; 

  • Minimum of two years professional experience in the public safety arena, with an emphasis on radiological/nuclear detection; 

  • A minimum of five years professional experience in grant/project management and implementation, or equivalent experience, including monitoring and management of program and fiscal components of large government contracts; 

  • Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines; 

  • Excellent communication skills and ability to work with Grantors, City department staff, regional partners, and elected officials; 

  • Experience and strong track record working as part of a team, while also demonstrating leadership initiative and ability to work independently; 

  • Strong research and writing skills; 

  • Proficiency with Microsoft Word, Excel, and PowerPoint software programs. 

PREFERRED REQUIREMENTS: 

  • Master’s Degree preferred 

KNOWLEDGE

  • Know & apply applicable laws, regulations, policies, work procedures & instructions. 

  • Know & apply principles and practices of bookkeeping to accounting transactions. 

  • Knowledge of the structure and content of the English language including the meaning and spelling of words to prepare business correspondence, effectively using English, proper spelling, grammar and punctuation. 

  • Knowledge of a wide range of administrative and clerical procedures such as word processing, managing files and records, transcription, designing forms and templates, other office procedures, office equipment and terminology. 

  • Knowledge of electronic equipment, computer hardware and software, including office automation and process applications. 

  • Knowledge of the principles of providing excellent customer service to internal and external customers.
