SUMMARY: The Crisis Response Team’s (CRT’s) mission is to support crisis survivors on the worst day of their lives. This volunteer organization operates out of the Mayor’s Office of Public Safety. Volunteers with the CRT undergo extensive training in crisis care, intervention, and working with other city departments. Response Team Members volunteer to be “On Call” to respond to events in the city at the request of the Los Angeles Police Department, Los Angeles Fire Department, and area hospitals. Emergency responses include homicides, suicides, death notification assistance, domestic violence support, officer involved shootings, infant death, and serious traffic accidents. When deployed, CRT Members liaison between crisis survivors and departmental officials such as police officers and investigators. The CRT provides immediate comfort, emotional support, and resources to survivors of traumatic events to help those most affected begin their path to recovery. PRIMARY RESPONSIBILITIES: Oversee all operations of the Mayor’s Crisis Response Team which includes 7 staff members and 150 volunteers. The CRT Director is responsible for developing and implementing plans and objectives that align with the Mayor’s Office of Public Safety, and overseeing staffing needs, such as interviewing, hiring, and training. The CRT Director will also oversee CRT's promotion and expansion. JOB DUTIES: Setting strategic goals and objectives for the CRT Program and Staff that align with the Mayor’s Office of Public Safety; Developing and implementing policies and procedure; and ensuring compliance with ethical and legal guidelines; Manages the implementation of goals, objectives. policies, procedures, work standards, and priorities for the program; establish appropriate budget, and program initiatives; In conjunction with the Deputy Director, educate community partners and stakeholders on CRT’s work; Monitors changes in City regulations that may affect assigned functions and operations, implements policy and procedural changes as required; Monitors program performance and effectiveness; Conducts quarterly all-staff reviews and develops improvement plans; Provides on-site leadership during emergencies and coordinating relief efforts; communicating with first responders, meeting with public officials, and securing resources and support from government agencies; Oversee the monitoring of incidents in the City of Los Angeles that CRT responders are deployed to; maintain effective lines of communication with other departments as necessary to ensure proper agency-wide preparedness; Works closely with the Program Director to develop and implement recruitment strategies that align with needs of the organization; Build and maintain strong working relationships with key stakeholders like the Los Angeles Police Department, Los Angeles Fire Department, Los Angeles County Department of Mental Health, Federal Bureau of Investigation, and Los Angeles City Area Hospitals; Working closely with LA City partners to develop emergency preparedness training and plans for a Family Reunification Center for mass-casualty incidents; Represent the Mayor’s Office in interdepartmental and interagency discussion, forums, and meetings; Provide 24/7 support to the CRT Management Team, including the on-call volunteers during critical incidents; Ensure all Angelenos receive appropriate services when requested by the Los Angeles Police and Fire Departments and area hospitals; Monitoring and improving the quality of crisis case and intervention provided by CRT Staff and Volunteers; In concert with the Deputy Director, develop, administer, and review policies and procedures which guide the volunteer programs and services and reflect the overall values of the organization; Evaluate the effectiveness of victim support services, and working closely with the CRT Management Team to implement improvements; Respond to inquiries from other agencies and cities interested in developing similar programs; and working with the CRT Management Team to support and coordinate Crisis Response Trainings; Assist the management team with implementation of new roles and responsibilities for the CRT employees; Connect Staff and volunteers with appropriate counseling services and resources; Oversee the maintenance of confidential information, records and interaction with Victims, LAPD, LAFD, LAUSD and LA area hospitals; Assist the management team with CRT Training Academy, continuing education curriculum and special events; Along with the Deputy Director and Program Manager, develop and implement new initiatives, long term goals and objectives to support the strategic direction and successful outcome of the program. REQUIREMENTS: Experience in performance and operations management; Excellent communication skills and ability to work with emergency personnel, community stakeholders and constituents; Gradation from an accredited college or university with a Bachelor or Master’s Degree in a related field is recommended; Minimum of 10 years of progressively responsible crisis response experience in local government; 5 years of experience in Public Safety supervisory capacity; A minimum of 10 years supervisory experience; Certification in Traumatic Stress and Crisis Management Speciality Areas; Proven track record of excellent management, leadership, and representation skills; Advanced knowledge of technology and software; Incident manager or crisis communications experience. TECHNICAL SKILLS: Proficiency in word processing software, spreadsheets, Google Suite, ADOBE systems, GRYD Link, database management, server management, simple accounting, formal letter writing, certificate writing, public speaking, leadership, script writing, event planning, Microsoft Teams, and Workday. WORK LOCATION AND OPERATIONAL HOURS: CRT Director works in an office environment, but monitoring the activities of volunteers may sometimes take them into non-standard workplaces. CRT Director works a standard work week but may be required to work evenings and weekends to monitor program activities. The CRT Director is required to be on-call, as needed, and will support the Management Team and volunteers while on deployment. The CRT Director will also respond to high-profile and other situations that may require the supervision of the Management Team.
