Los Angeles Sanitation and Environment (LASAN) leads the City of Los Angeles’ environmental utilities and environmental protection programs. The department’s mission is to protect the public health and the environment while providing critical recycled water, wastewater, solid waste, and environmental services to the 4 million residents of Los Angeles. LASAN’s more than 3,800 dedicated employees take pride in their work and appreciate having a positive impact on the quality of life of the residents and businesses of the City of Los Angeles. This position reports to the Director/General Manager, who reports to the Mayor. As a utility, LASAN manages a budget and assets exceeding $1.5 billion, making this organization one of the largest agencies in the City of Los Angeles. 


LASAN is seeking an experienced and innovative manager to provide leadership and support in developing and executing the organization’s mission and strategic goals in collaboration with a dynamic executive leadership team.  


Assistant Director – Administration and Personnel


This position is an executive-level position reporting directly to the LASAN Director/General Manager and is responsible for planning and directing the administrative and personnel-related activities of LASAN. Effective collaboration with the CFO and other Assistant Directors will be critical in order to define and achieve operational goals. Responsibilities include:

  • Providing executive leadership over the Administration Division that provides a variety of administrative or support services for LASAN, including contracts management, procurement/purchasing, payroll, records management, and administrative support for LASAN’s various divisions;
  • Overseeing and managing personnel-related activities, including coordination with Personnel Department liaisons involved in all human resources processes, including recruitment, hiring, discipline, grievances and labor relations;
  • Applying sound management and supervisory principles and techniques in building and maintaining an effective work force; and fulfilling diversity, equity, and inclusion policies and goals; and,
  • Strategic modernization and implementation of operational processes.

The ideal candidate will have experience and knowledge in the following areas: 

  • Possess skills necessary to define a direction, facilitate change, motivate teamwork, and adapt to rapidly changing environments and issues
  • Demonstrate strong leadership abilities, interpersonal skills and conflict resolution skills.
  • Collaborate and engage with an open and adaptive management style
  • Act as a facilitator for City and Department process improvements to achieve efficiencies and cost savings
  • Ability to advance principles of diversity, inclusion and cultural sensitivity
  • Excellent written and oral communication skills both with the organization and outside of the organization, including experience presenting complicated financial information to boards and elected officials.
  • Knowledge of, or willingness to learn about LASAN, environmental organizations, regulatory agencies, governmental agencies.

MINIMUM REQUIREMENTS:
1. Bachelor’s degree from an accredited college or university; and
2. Two years full-time paid professional experience with the City of Los Angeles at the level of Chief Management Analyst or equivalent, serving in a division manager role.
3. A Master’s degree and/or training in management, public policy, public administration or a related field is desired.

COMPENSATION:
The salary range for the Assistant Director position $176,227 to $257,659 annually, depending on qualifications and depth of experience. This position is eligible for bonuses of up to 13.75% at the discretion of the Director/General Manager. The position is exempt per City Charter Section 1001(b).
