MINIMUM REQUIREMENTS:
This position is open to all candidates who are currently in the class of Civil Engineering Associate II (Class Code 7246-2), Civil Engineering Associate III (Class Code 7246-3), Environmental Engineering Associate II (Class Code 7871-2), and Environmental Engineering Associate III (Class Code 7871-3) who meet the minimum requirements listed below:
1. One year of full-time paid, professional experience at the level of Civil Engineering Associate II (Class Code 7246-2), or Environmental Engineering Associate II (Class Code 7871-2); and
2. Registration as a Professional Engineer with the California State Board of Registration for Professional Engineers.
Candidates must meet the eligibility requirements by the application deadline date.
DUTIES AND RESPONSIBILITIES:
Solid Resources Support Services Division:
The Solid Resources Support Services Division is seeking one (1) Civil/Environmental Engineering Associate III position to serve as Lead Engineer in the Facilities Engineering Group. The position will support the Livability Services Division. Responsibilities include planning, designing, constructing, and maintaining facility improvement projects and electric vehicle (EV) infrastructure to support operational needs. Duties include, but are not limited to:
? Develop scope, budget, and schedule for projects.
? Develop and analyze project alternatives.
? Prepare design documents (i.e., plans, specifications, cost estimates, etc.) for projects.
? Prepare budget requests for projects.
? Obtain all the necessary permits, clearances, and approvals required for construction or improvement projects.
? Conduct utility study for projects to determine the locations and requirements for all relevant utilities.
? Review and respond to change order proposals, Requests for Information (RFIs), Requests for Bids (RFBs), Requests for Proposals (RFPs), shop drawings, and submittals.
? Coordinate work with contractors, consultants, vendors, other City departments, City Officials, regulatory agencies, and affected operational staff.
? Conduct annual assessment of existing facilities to evaluate condition levels and prepare a report with findings and recommendations.
? Make presentations to the public, LASAN Executive Office, City Officials: Mayor’s Office, City Council, and the CAO on project status, outcomes, and other relevant topics.
? Possess knowledge of project delivery process and different delivery methods, the City’s contracting and building permit process, and knowledge of standard plans applicable to facility improvement projects
? Ability to draw plans using AutoCAD
? Ability to understand the elements of the Livability Services Programs
Water Reclamation Division:
The Environmental Engineering Associate III will be assigned to the Water Reclamation Division (WRD) and will provide support to both the Los Angeles/Glendale Water Reclamation Plant and the Donald C. Tillman Water Reclamation Plant. The position will report to an Environmental Engineer that leads the engineering group at WRD.
This position will provide support for WRD Capital Improvement Projects (CIPs), process engineering for operations, project management, and preparation and renewal of regulatory permits.
The major duties and responsibilities of this position include:
? Coordination and oversight of water recycling projects and capital improvement projects at WRD
? Aid in the construction of Los Angeles Groundwater Replenishment Projects including the Advanced Water Purification Facility (AWPF) at the Donald C. Tillman Water Reclamation Plant
? Act as the lead Plant Liaison between Water Reclamation Division staff, outside contractors, the Environmental Engineering Division of the Bureau of Engineering and other divisions within LASAN on CIPs in various stages of planning design, and construction;
? Assist in addressing environmental compliance issues for the Plant that includes writing stormwater reports, renewing permits, and preparing documents for submittal to environmental agencies;
? Research, recommend and implement process changes, including automation, to optimize and improve the safety, operability, and cost efficiency of the plants’ processing facilities and optimize plant chemical and utilities usage.
? Prepare legal reports, monthly performance reports, financial and budgetary reports for management’s review.
? Supervise (2) Environmental Engineer Associates and part-time assistants;
? Review and comment on Submittals, Requests for Information, Special Plant Accommodations and other documents;
? Attend meetings and prepare status and technical reports.
? Organize available historical plant records and maintain/update plant utility drawings;
? Monitoring and data analysis to include review of plant process data, maintenance history, and laboratory analysis reports.
? Conduct Plant tours for students, City employees, and the general public;
? Work with Operations and Maintenance staff to solve Operational problems; and
? Plan, organize and coordinate process engineering projects.
? Possess knowledge of physical and chemical treatment processes related to wastewater treatment, hydraulics, hydrology, wastewater treatment plant operations, federal and state wastewater regulations, and knowledge in advanced water treatment and water recycling.
Solid Resources Citywide Recycling Division:
The Solid Resources Citywide Recycling Division (SRCRD) is tasked with developing and implementing source reduction, recycling, and composting programs throughout the City and commercial sector. SRCRD provides technical assistance, fosters public/private recycling partnerships, monitors and reports on the State AB 939 program; manages the waste hauler permit program, enforces Construction and Demolition (C&D) waste recycling, the collection/disposal programs for Residential Special Materials/Used Oil, the Green Business Program, the Los Angeles Regional Agency (LARA), the Recycling Market Development Zone (RMDZ) Loan program, and the Citywide Brownfields Program; enforces the Plastic Bag and the Plastic Drinking Straws ordinances ; and supports the recycLA Program.
? Supervise the work and activities of 2 Environmental Engineering Associate IIs (EEA IIs) and 3 Maintenance Laborers (MLs)
? Supervise the activities of the E-Waste Recycling Program, a Citywide e-waste collection and recycling program which administers a revenue generating contract for the collection of electronic waste at SAFE Centers, LASAN Solid Resources Yards, Mobile Collection Events, and other designated facilities
? Supervise the activities of the Used Oil Recycling Program and Mobile Collection Events, which require applying for annual state grant funds to support the program
? Supervise the activities of the Citywide Sharps & Battery Bucket Collection Programs, which are established collection points City-wide where the public and City employees can utilize the safe and proper disposal of needles, syringes, lancets, Epi-pens, and a variety of single-use and rechargeable household batteries
? Support the SAFE Center Collection Program. There are 7 SAFE Centers throughout the City of Los Angeles that provides drive-thru drop-off services to residents of City and County of Los Angeles. Residents can drop off household hazardous wastes such as: paint, batteries, automotive products, light bulbs, electronics, cleaning products, and medications
? Be responsible for the review and completion of: annual state-funded Used Oil Grant application, various annual State reports to CalRecycle and the Department of Toxic Substances Control (DTSC), including the Net Cost report, DTSC Collection Report, the California Environmental Reporting System (CERS) reports for all facilities as part of the facility permit requirements with CUPA, and the CalRecycle Household Hazardous Waste Collection Report (Form 303).
? Be well-versed with state laws and regulations pertaining to solid waste management and hazardous materials in California, as well as other environmental laws
? Supervise the activities in outreach and education efforts, which include producing material to be distributed citywide and launching curated outreach campaigns
? Assist with contract administration, including but not limited to, writing Board Reports, Resolutions and drafting an RFP for the E-waste Recycling Program; attend and/or present at Board of Public Works and City Council Meetings
? Assist with other related projects as assigned
? Knowledge of regulatory programs and environmental policies is desired
Clean Water North Conveyance Division:
Sewer Position:
?Coordinates construction and operations of stormwater, wastewater treatment, and associated treatment facilities.
?Performs environmental engineering work including investigations in connection with the maintenance and improvement of water quality, correction of cross-connection problems and sanitary conditions of water storage facilities.
?Performs professional environmental engineering work including investigations, feasibility studies and surveys of health and sanitation problems, including recommendations for improvements in the collection, treatment and disposal of liquid and solid wastes.
?Assists the collection system managers and supervisors in meeting the productivity goals by providing the necessary management and reporting tools and programs and reviewing new maintenance technologies and methods.
?Leads, monitors and reports on the implementation and progress of the sewer condition assessment activities: identifying structural condition needs, working with the Bureau of Engineering to implement emergency repairs on a timely/expedited manner, and prioritize repairs needs based on CCTV assessment and maintenance history.
?Leads, monitors, and reports on the implementation and progress of the Root Control Program activities, including identifying root control needs, based on CCTV/field reports, and assigning/coordinating pipe cleaning and chemical root treatment efforts.
?Leads, monitors, and reports on the implementation and progress of the odor and corrosion abatement activities.
?Leads, monitors, and reports on the implementation and progress of the flow monitoring and sewer gauging activities.
?Reviews the collection system improvement plans in an effort to incorporate the operation and maintenance requirements.
?Provides the necessary public outreach and coordination with the environmental groups and the various council offices regarding collection system issues and projects.
Stormwater Position:
?Reviews stormwater pre-design reports, studies, and proposals in an effort to incorporate the operation and maintenance requirements.
?Coordinates construction and operations of stormwater and stormwater treatment facilities.
?Leads, monitors, and reports on the implementation and progress of stormwater project maintenance and/or condition assessment activities, such as identifying structural condition needs, working with the Bureau of Engineering to implement emergency repairs on a timely/expedited manner, and identify repairs or adjustment needs based on CCTV assessment and maintenance history.
? Assists the collection system managers and supervisors in meeting the productivity goals by providing the necessary management and reporting tools and programs and reviewing new maintenance technologies and methods.
?Performs professional environmental engineering work including investigations, feasibility studies and surveys of health and sanitation problems, including recommendations for improvements in the collection, treatment, and disposal of liquid and debris.
?Performs environmental engineering work including investigations in connection with the maintenance and improvement of water quality, correction of cross-connection problems and sanitary conditions of water storage facilities.
?Provides the necessary presentations for public outreach and coordination with the environmental groups and the various council offices regarding stormwater maintenance issues and projects.
?Knowledge of software such as ArcView GIS, AutoCAD, Microsoft Word, Excel and Access and Navigate LA
?Knowledge of physical and chemical processes that are applicable to stormwater treatment, knowledge of hydraulics, hydrology, and stormwater pollution control systems, and knowledge of federal and state stormwater regulations
Safe Clean Water Implementation Division:
? Manage Task Agreements under On-Call Contracts for planning, design, implementation, and optimization of stormwater projects;
? Participate in weekly construction meetings, coordinate with general contractors on daily construction and post-construction activities;
? Lead review of planning documents, hydrology and hydraulic studies, utility reports, cost estimates, project risk management plans, design plans, feasibility studies, change orders, procurement packages, specifications, invoices, standard operating procedures for stormwater projects;
? Supervise a team of Engineering Associates: promote and enforce City’s equal employment policy, initiatives, and other departmental policies. Maintain and foster a productive, professional team environment;
? Coordinate with other City departments, elected and appointed officials, deputies, Board of Public Works for budget and project approval;
? Lead public outreach events required for planning and construction projects;
? Assist the Environmental Engineer with budget preparation, strategic planning, workforce development, prepare and prioritize stormwater capital improvement projects;
? Assist with project and program development, and operation and maintenance of green stormwater infrastructure. Prepare Board Reports, monthly and quarterly updates;
? Represent SCWID at meetings with City, County, and Community stakeholders. Present on project status and plans for future projects;
? Conduct field visits to evaluate potential project sites, monitor project construction (completion progress and ensure consistency with design), and interface with consultants.

METHOD OF EVALUATING CANDIDATES:
Depending on the number of candidates who apply, all applications will be reviewed in order to identify candidates whose past and present work experience are most closely related to the position’s duties and requirements. Candidates will be interviewed for their skills, knowledge, abilities, and personal qualifications as related to the position. Final selection will be based on an oral interview. In addition, the interviewers may contact present and former supervisors and may review candidates’ personnel folders as part of the selection process.
