Supply Services Division’s Procurement Group has two Procurement Analyst II positions located in City Hall South, 111 E. 1st Street Room 100, Los Angeles, CA 90012.


Requirements:


Applicants must currently be at the level of Procurement Analyst.


Job Description:


  • Analyzes, edits, and formulates clauses for bids and specifications for the purchase of goods and services for use by various City Departments. Coordinates specifications revisions to promote standardization and interchangeability of commonly used material, supplies, and services. Confers with Procurement Supervisors, department representatives and suppliers regarding specification requirements, purchase transactions, and replacement of expiring contracts while taking into account the annual usage forecasts, while utilizing the FMS replacement system.


  • Interprets relevant ordinances, City Charter sections, Administrative Code provisions, and procurement clauses to suppliers and representatives of City departments.


  • Responsible for highly sensitive and complex monetary purchases and annual contracts. Approves orders in accordance with established thresholds ($50,000) without supervisory review. Approves purchase requisitions for items not covered by annual contracts. Prepares memos, letters, and narrative and statistical reports regarding procurement activities. Observes, researches, and analyzes commodity trends. Researches and analyzes market trends to ascertain the availability and capabilities of vendors. Determines the best methods for procuring commodities, including consolidating orders, request for proposals, bid processes, and negotiations.


  • Reviews bid packages to determine that all proper forms have been submitted and have been completed in accordance with the City's contractual requirements including but not limited to bidder responsibility, Affirmative Action, insurance, Business Inclusion Program, etc. Reviews bid documents for proper authorized signatures. Coordinates with PW/Contract Administration, City Attorney on behalf of the Supply Services Division.
