The Employment Services Section of the Human Resources Division intends to fill two (2) Management Analyst (MA) position. The work location will be in the John Ferraro Building. Working hours are flexible (e.g., 9/80), but subject to change to meet business needs. The selected candidates may be required to report to the office every day for training purposes and to meet business needs for the first few months. After, these positions will be required to report to the office at least twice a week. A valid California Driver’s License is required.
The duties and responsibilities of these positions may include, but are not limited to, the following:
Review and approve personnel transactions for the Department's employment activities, including bid notices, certifications, emergency appointments, and requests to allocate positions to ensure positions are being filled at the appropriate level;
Review and approve Interview Selection Packages (ISP);
Administration of Department-wide activities including selection and hiring programs, examination and classification issues, work-process improvement strategies and administrative/personnel policies and procedures;
May serve as a personnel technical expert and provide complex information regarding Department practices and procedures to the Human Resources Management System (HRMS) Group, Information Technology Services (ITS) and contracted vendors for the implementation of the new Enterprise Resource Planning System Replacement Project (ERP);
May assist with the administration of Department-wide vaccination exemption requests and vaccination verification for all new department hires;
Assist with the review and research necessary to update various documents related to the hiring function within LADWP, including, but not limited to portions of the Administrative Manual and classification career ladders;
Provide guidance and training to Division managers, supervisors, and their staff relating to the entire spectrum of personnel issues;
Prepare and process Board Reports for various APR related matters such as amendments, functional transfers, and classification issues;
Interpret personnel rules, policies, procedures, and authoritative documents as they pertain to employment practices;
Serve as a Department liaison to City Personnel on personnel matters; Prepare routine, ad hoc and special reports; make recommendations of possible solutions to achieve desired results; and implement appropriate courses of action;
May assist in the arrest/conviction function with respect to DOJ and FBI documentation, procedures, investigations, review committee meetings, and cyber security matters;
May act as the LADWP liaison to the City's Personnel Department when processing exam requests for the entire Department;
May assist in the Administration of the Department's Annual Personnel Resolution (APR) labor cost control, position management, and occupancy tracking; and
Perform other related duties and assist with special assignments, as necessary.
The evaluation of candidates for the MA position will be based on relevant education, training, and experience using a screening device, interview, performance exercise, and/or background review. Knowledge, abilities, and skills, which may be evaluated, include:
Knowledge of City and LADWP employment and EEO policies, practices, and procedures;
Knowledge of and the ability to interpret personnel rules, policies, procedures, and authoritative documents, such as the City Charter, Civil Service Rules, Administrative Manuals and Memoranda of Understanding(MOUs);
Knowledge of and ability to apply customer service principles and techniques, i.e., experience in improving work processes to increase client satisfaction;
Ability to communicate clearly, concisely, and effectively in writing and orally. Ability to work independently and with initiative to achieve results either individually, as a team member, or through the efforts of others;
Ability to plan and efficiently manage multiple assignments by means of establishing priorities and organizing work to ensure due dates are met;
Ability to analyze administrative and operational problems and situations, research and draw conclusions from gathered data, prepare alternative solutions/actions, and implement action plans to achieve desired results; and
Ability to use a personal computer and experience in using word processing, presentation, spreadsheet/database programs, internet and Microsoft Outlook.
The evaluation of candidates may be based on a review of training and experience as presented on the resume/application and interview. If a screening device is used, only the most qualified candidates will be invited to continue in the selection process. A writing exercise may be administered as part of the selection process.
