THE CITY OF LOS ANGELES

The City of Los Angeles is a world-class city with a vibrant, diverse economy and an unparalleled quality of life. As one of the world’s great cities, Los Angeles will host the 2028 Olympic and Paralympic Games as well as other international events.


THE CITY ORGANIZATION

Los Angeles is a charter city, governed by the Mayor and the City Council. The City Council serves full time and has fifteen members elected by district. The other two elected officials of the City are the Controller and City Attorney. The City’s elected officials serve four-year terms. Volunteer Commissions consisting of prominent business and community leaders, appointed by the Mayor and confirmed by the City Council, oversee several City departments and bureaus.


The City has over 40 departments, bureaus, and offices for which funds are budgeted annually by the Mayor and City Council. In addition, the City has three proprietary (enterprise) departments (the Departments of Water and Power, Harbor, and Airports), governed by Commissions, which are financed solely by revenue generated from their operations.


As part of a historic new era, Karen Bass began her first four-year term as 43rd Mayor of the City of Los Angeles on December 12, 2022, as the first woman and second African American to be elected as the City’s chief executive.


THE DEPARTMENT

El Pueblo de Los Angeles Historical Monument is near the site of the early Los Angeles pueblo or town where forty-four settlers of Native American, African and European heritage journeyed more than one-thousand miles across the desert from present-day northern Mexico and established a farming community in September 1781. Since that time, Los Angeles has been under the flags of Spain, Mexico, and the United States and has grown into one of the world’s largest metropolitan areas.


Today, as a department of the City of Los Angeles, El Pueblo continues to fulfill its unique role as the historic and symbolic heart of the city by serving as a major gathering spot, event venue, and cultural hub in the heart of downtown Los Angeles. El Pueblo attracts over 2 million visitors annually who are eager to view the free museums and attractions, such as Avila Adobe, Pico House, and the world-famous Olvera Street, which also offers restaurants and shops. El Pueblo faces unique challenges, especially those stemming from impacts from the Pandemic.


THE POSITION

The City of Los Angeles seeks an energetic and innovative leader to serve as the General Manager of El Pueblo de Los Angeles Historical Monument, the historic and cultural heart of the City. The General Manager of El Pueblo de Los Angeles Historical Monument is a creative and compassionate leader who will oversee the management, preservation, and promotion of one of Los Angeles’ most cherished landmarks that include museums, cultural sites, and the world-famous Olvera Street. This executive will oversee an annual budget of more than $2 million and a team of 10 staff, responsible for the stewardship of El Pueblo’s historic assets, cultural programming, and commercial operations. This includes managing administrative functions, oversight of museum operations, community outreach and engagement, tenant relations, special events, and historical preservation efforts. To do this work, the General Manager must act “outside the box” and work closely with local stakeholders, city officials, businesses, and cultural organizations to ensure El Pueblo continues to thrive as a dynamic public space that honors the City’s diverse heritage.


THE IDEAL CANDIDATE


The ideal candidate will have the following knowledge/characteristics:


  • Proven leader with a diverse background that can include, but not limited to: business and entrepreneurship; cultural and historic preservation; public sector/government leadership; and other relevant areas to steward this important public asset


  • Team player who fosters collaboration and leadership at all levels of the organization and with City elected leaders, City departments, local stakeholders, and cultural organizations

  • Team builder who makes it a priority to empower, coach, mentor and recognize staff to increase their individual and shared capacity for success

  • Skills necessary to define a direction, facilitate change, inspire teamwork and adapt to rapidly changing environments and issues

  • Strong leadership abilities and superior interpersonal and communication skills, including the ability to make clear, concise, and meaningful presentations to the Mayor, the full City Council, its committees, and its members, the Board of El Pueblo de Los Angeles Historical Monument Authority Commissioners, and other communities of interest

  • Strategic thinker who has the ability to build coalitions among diverse interests in Los Angeles communities and between community members and government leaders and attract and secure resources to rebuild this historic handscape


  • Visionary and energetic leader who can conceptualize the redesign of this historic monument and attract funders for its selection

  • Conceptual and working knowledge of facilitating and fostering civic participation in municipal government with a focus on equity


  • Knowledge of the demography, geography, and economic and social conditions of Los Angeles communities


QUALIFYING EXPERIENCE


Education – Graduation from a recognized and accredited four-year college or university with a Bachelor’s degree or higher.

Experience – A minimum of four years of executive-level experience, either in the public or private sector, managing a commercial, historical, or cultural organization. Experience in marketing and revenue generation and with expansion and development issues are highly desired.


COMPENSATION AND BENEFITS

The current salary range for the General Manager of El Pueblo de Los Angeles is $165,139 - $292,862 per year. This compensation is scheduled to be incrementally increased for a total of 16% between 2025 and 2028.


A highly competitive benefits package includes an independent retirement plan to which both the employee and the City contribute; a multi-option deferred compensation plan; generous vacation and sick leave; 13 paid holidays per year; a flexible benefits plan including multi-option health, dental, and vision coverage; and family and domestic partner leave. Reimbursement of relocation expenses may be considered.

The incumbent will not accrue any civil service tenure, contractual employment rights or due process rights. The General Manager is appointed by the Mayor and confirmed by the City Council. The incumbent may be removed, without any finding of cause, by the Mayor. Such removal would not be reviewable or appealable.
