Employee Health and Benefits Section (EHAB) intends to fill a Benefits Specialist position. The position reports to a Principal Clerk Utility in the Health Plans Office and will be located in Room 564 of the John Ferraro Building (111 N. Hope St. Los Angeles, 90012). A 9/80 or 5/40 work schedule is available. Telework schedules are available. A valid California Driver’s License is required and must be maintained during the course of employment.

Responsibilities and Requirements of the position include:

•Assist active members and retirees with enrollment and processing including the following: update health and dental coverage of current members due to qualifying events (marriage, adoption, births, etc.); over-age dependent processing which includes reviewing reports, preparing COBRA packets and terminating the over-age dependent; prepare COBRA packages for terminated employees and/or their dependents.

•Preparing age 65 enrollment packages and processing enrollment into a post 65 plan which includes possible enrollment into a KPSA/or Medicare Advantage Plan, Prescription Drug Plan; confirm post age 65 member/spouse compliance with Medicare enrollment; management/maintenance of the Medicare B reimbursement/group payment benefit program including but not limited to: enrollment and compliance into the benefit program(process request, ensure that all required documentation is received and processed, audit the benefit program monthly, override Med B premiums).

•Processing of Medicare Part B reimbursement checks including but not limited to reviewing and processing all adds/deletes/adjustments; preparing and creating a check register file, printing, pulling and arranging folding/stuffing and distribution of checks.

•Processing/reconciling discrepancy reports for all the health and dental carriers and updating monthly manual payment reports; processing of eligible/surviving spouses for assigned alphabet, reviewing e-mails, updating log, sending out eligible/surviving spouse letters, perform monthly audits to ensure enrollments/payments are received and the eligible/surviving spouse are enrolled properly to the elected health and dental plan if applicable.

•Make presentations at the New Employee Orientation and Retirement Seminars, give a review of available benefits to active and retired employees and discuss requirements and options; responsible for answering phones and assisting active members and retirees at the public counter.

•Configuration and implementation of Workday related to health plans administration.

•Assist with special projects, and perform other related duties as required.

  • Ability to communicate effectively, both orally and in writing.
  • Ability to accurately perform technical work with frequent interruptions and exercise independent judgment.
  • Ability to comprehend, interpret, and explain complex rules and procedures.
  • Ability to effectively handle highly confidential information and sensitive issues.
  • Knowledge of Microsoft Word, Excel, Power Point, Access and HRMS is highly desirable.
  • Attendance record will be considered.
  • Overtime may be required during Open Enrollment periods and as needed
  • Selected candidate will report onsite 3-4 days while training during the first 1 – 2 months.
The evaluation of candidates for this position may be based on a review of training and experience as presented on the resume and an interview, and a performance exercise may be administered. Due consideration will be given to attendance records. A background check will be conducted including review of attendance records and/or personnel folder.
