The Office of Finance’s
Accounting Division has one Principal Accountant vacancy. The position is
located at 200 N. Spring St, Room 220, City Hall, Los Angeles, CA 90012.
The duties and
responsibilities of the Principal Accountant position may include, but are not
limited to:
- Oversees the financial
activities and the daily operation in Revenue Reporting Unit, Accounts Payable
Unit, Payroll, and Treasury Accounting.
- Serves as the division’s
“liaison” for the new LATAX solution, which includes attending meetings,
workshops, and trainings; participating in discussions; communicating details
and updates; providing technical support and training to team members;
troubleshooting.
- Serves as the
“Department Payroll Liaison” (DPL) for the new HRP system, Workday, which
includes attending meetings, workshops, and trainings; collaborating with the
Payroll supervisor and/or Finance’s Human Resources on Workday related issues;
troubleshooting.
- Reviews various reports
such as: reconciliation of Financial Management System (FMS) Revenue
Distribution Report, Monthly Revenue Report, Monthly Business Tax Report, Cost
Allocation Plan (CAP) Schedules, reversion worksheets, Proprietary billings,
Cannabis billings, Revenue Estimate, Transient Occupancy Tax (TOT) report, and
other as-needed reports.
- Reviews and approves
various FMS documents.
- Prepares and analyzes
the year-end Generally Accepted Accounting Principles (GAAP) reports
requirement by the Controller’s Office such as GASB 51, 87, 94, 96, and
accruals of revenues. Coordinates with
other divisions for additional information and/or documents needed to complete
the reports.
- Prepares, analyzes and
reconciles LATAX dump file report and FMS Fund Receipts Detail report on a
monthly basis, identifies variances, and resolution of it.
- Prepares and analyzes
monthly reconciliation involving the department’s banking computer based system
(CashWiz) and the JPM banking application system (Paymentus).
- Serves as the
department’s Petty Cash Custodian and alternate PCARD coordinator.
- Assists the Departmental
Chief Accountant, as needed.
- Assists with external
and internal audits’ requests.
- Performs other related
duties and responsibilities, as assigned and needed.
- Requires understanding
of the provisions of the various Memoranda of Understanding and GAAP, and great
familiarity with the City’s HRP Workday System, FMS, and Finance’s new LATAX
System.
REQUIREMENTS
1.
Two years of professional accounting or auditing
experience with the City of Los Angeles in a class at least at the level of
Senior Accountant is required.
