The Department of General Services, Parking and Sustainability Division has one (1) Chief Management Analyst position available for emergency appointment. The position is assigned to Civic Center and will work under the direction and review of an Assistant General Manager.


The Chief Management Analyst acts as the Director of the Parking Services and Office of Sustainability divisions. The position manages a division with 75 positions, 14 parking facilities, multiple construction projects to install electric vehicle (EV) chargers, development of programs as directed in Mayor and Council initiatives, and coordinating the sustainability work of various General Services Department (GSD) divisions.

The Chief Management Analyst directly supervises a Parking Manager II and Senior Management Analyst II. The position is heavily involved in:

  • Control of parking expenditures, and collection of $10 million in annual parking revenue from ten public facilities including L.A. Mall, Pershing Square, and El Pueblo;

  • Construction of public/employee EV charger projects with $11 million in total MICLA funding to-date;

  • Formulation of parking and EV charger policies and procedures;

  • development of new programs such as the ordinance-mandated EV charger fee, Zero Waste Plan, and others;

  • Review of construction proposals and managing contractors;

  • Development of budget requests;

  • Coordinating projects with other City and outside agencies such as the First Street North housing development;

  • Leading, facilitating, or participating in stakeholder meetings and working groups with the Mayor’s Office, City Council, City departments, and industry leaders.

The Chief Management Analyst also oversees personnel matters such as hiring, training, grievances, and customer service.

Emphasis in this selection process will be placed on the adequacy of the applicant's background, experience, and personal qualifications relative to the duties and responsibilities of the position. The position requires excellent oral and written communication, general computer skills, and the ability to manage multiple complex assignments effectively.

Requirements:

  • Two years of full-time paid professional experience in a position at the level of a Senior Management Analyst II, Senior Personnel Analyst II, Senior Administrative Analyst II, or Senior Benefits Analyst II, which provides professional experience in general and financial administration, administrative or legislative analysis and research, budgetary analysis and control, or personnel administration.
