The Department on Disability (Department), on behalf of the City of Los Angeles, is committed to ensuring full access to employment, programs, facilities and services; through strategic management and partnership education, advocacy, training, research and improved service delivery; for the benefit of persons with disabilities, providers of essential resources and policymakers.


The City of Los Angeles is seeking a dedicated and dynamic Community Program Assistant II to join our team via Civil Service Transfer. This role focuses on managing public-facing inquiries, providing information and referrals, and coordinating key departmental events. The successful candidate will work closely with constituents, service providers, city departments, and elected offices, with a specific focus on addressing the needs of people with disabilities. The role also includes preparing reports and data related to public-facing inquiries, giving presentations on departmental services, and attending events as needed. Additionally, this position requires covering the FNSS seat during emergency activations.


Duties: 

The responsibilities associated with this position encompass, but are not restricted to the following:


Public Inquiries and Referrals: 40%

  • Respond to public inquiries related to departmental services.

  • As needed, support processing forms for the Durable Medical Equipment (DME) Program, LADWP Person With Disability Referrals, The Administrative Citation Enforcement (ACE) Program and City of LA Backup Battery Program (COLABB Program) Interest Form.

  • Consult with clients, especially those from high-risk populations or marginalized groups, on available programs, services, and resources to identify and meet their needs.

  • Develop and maintain a resource directory of service providers to efficiently provide referrals.

  • Interview clients to identify their needs in social services, education, training, employment, and counseling.

  • Determine the most appropriate resources for clients and refer them accordingly.

  • Collaborate with other government agencies, non-profit organizations, and community resources to facilitate comprehensive support for clients.


Community Engagement, Outreach and Resource Identification: 40%

  • Coordinate key departmental events that are public-facing and involve collaboration with City Departments.

  • Work with various audiences, including constituents, service providers, city departments, and elected offices.

  • Conduct department-specific workshops, trainings, presentations, and civic education workshops to provide comprehensive information to staff, volunteers, clients, and community members.

  • Prepare and disseminate promotional/informational materials such as flyers.

  • Act as a liaison to community, faith, professional, private & public organizations, neighborhood councils, and schools to share information and improve outreach and access to City programs, services, and resources.

  • Identify opportunities for collaborative efforts and public outreach to gather/share information and obtain feedback from clients or community members.

  • Develop and implement strategies to create a network of locally focused groups to enhance, create, support, and augment department programs for targeted populations.

  • Represent the department at meetings, events, conferences, and public presentations.

  • Supports the Department’s emergency management operations including but not limited to staffing the Emergency Operation Center (EOC) and Departmental Operations Center (DOC) and attending associated training as needed. 


Data Collection and Reporting: 10%

  • Gather, prepare, and analyze data/metrics such as client needs, progress, and outcomes to deliver appropriate direct services.

  • Create reports and data related to public-facing inquiries.

  • Prepare narrative, statistical, and referral reports on various subjects.

  • Contribute to the development of community and citywide action plans to meet needs and improve neighborhood support.


Professional Development and Other Duties: 10%

  • Recruit, interview, train, and mentor volunteers to support workgroups and provide efficient service to clients with varying needs as needed by the department.

  • Assist in developing and implementing workplace strategies to enhance department programs.

  • Cover the FNSS seat during emergency activations.

  • Stay informed on current research, legislative, and community initiatives related to social services and youth development issues.

  • Provide information on social services programs and providers available in areas such as youth services, education, job training, employment, and counseling.

  • Supervise or act as a lead over program staff as needed.

  • Develop and sustain human services programs using appropriate methods and practices.

  • Disseminate program information to the public using effective techniques.



Desired Skills and Abilities:

The ideal candidate should reflect the following:


  • Knowledge of social services programs and providers in areas such as youth services, education, job training, employment, and counseling.

  • Familiarity with methods and practices used in developing and sustaining human services programs.

  • Expertise in methods and techniques for disseminating program information to the public.

  • Interact well with individuals of varying age groups, social, and economic backgrounds.

  • Obtain cooperation and participation from the public, private agencies, and other organizations.

  • Bilingual abilities are a plus for the position.

  • Write clear and concise reports, memorandums, letters, and other written materials.

  • Use arithmetic for basic record-keeping purposes and to maintain statistical information.

  • Communicate orally to secure information from program participants, convey information on available services, and make presentations before groups.

  • Accurately keep records such as resource directories, client files, and pertinent information.

  • Review, interpret, summarize, and make recommendations on legislation related to social services and youth development issues.

  • Work effectively with clients with disabilities, including physical, neurodivergent, and mental health disabilities.

  • Thoughtfully communicate with and respectfully engage diverse populations and stakeholders to achieve results.

  • Demonstrate creativity in using community-based, insurance, and financial resources to meet specific client needs.

  • Work independently with limited supervision.


Requirements/Minimum Qualifications:


Individuals with current status in the class of Community Program Assistant II are encouraged to apply for this transfer opportunity.


Pay-grade advancements are also being considered, therefore individuals with current status in the class of Community Program Assistant I may also apply.
