BACKGROUND

The Los Angeles City Fire Department has an Emergency appointment opportunity for one (1) Senior Management Analyst (1597-1). The Senior Management Analyst I position will be assigned to the Department's Administrative Services Bureau, Budget Management Section.


WORK SCHEDULE

The Los Angeles City Fire Department offers 5/40 and 9/80 work schedules and has implemented a hybrid telecommuting program which allows some classifications a minimum of two (2) in-office work days per week, and on the remaining workdays, employees may telecommute. The specific in-office days are flexible and will be coordinate with Executive Management. The hybrid telecommuting program is subject to change.


RESPONSIBILITIES

Under the supervision of the Senior Management Analyst II, the Senior Management Analyst I performs the following duties:

  • Financial reporting and tracking - provide monthly reports and to track and monitor expenditures on major projects. Identify front funding requirements for grant and special fund projects. Analyze costs to project expenditures and improve cost controls, and identify expenditures that can be reduced. Identify savings to be used to fund critical needs and projects. Identify funding problems on a timely basis to prevent over expenditures. Prepare monthly financial status reports. Work closely with the CAO Analyst to address any questions related to the financial status reports.
  • Special Funds - develop annual operating budgets for all special funds and provide monthly financial reports comparing expenditure against budget amounts.
  • Cost Accounting - oversee Cost Accounting activities, including the review and approval of new work orders, the proper provision of budgetary coding, and the establishment of a procedures manual for work order opening and closing. provide training for Department staff on cost accounting procedures. Provide special financial reports on major departmental projects, and provide support for project or Fund related audits.
  • Budget preparation - provide staff assistance to Department management in the formulation and preparation of the opening budget including coordination of budget submission by organizational units and coordination of management's budget review. Update the Departmental budget forms used to prepare budget requests annually.
  • Perform other administrative and financial-related special projects, including, but not limited to, conduct fact finding investigations and assist in preparing responses to budget/finance-related inquiries from the CAO, Mayor's Office, and Budget and Finance.


REQUIREMENTS

Two years of full-time paid experience as a Management Analyst in a class at that level which provides professional experience in administrative, financial, grants, legislative or personnel work.


EMERGENCY APPOINTMENT NOTICE

Emergency appointments are NOT automatically registered to take the examination when it becomes available. An appointee to an emergency appointment position will need to apply to take the exam when the bulletin opens, like all other candidates. To transition into a regular civil service position, an emergency appointee would need to pass the examination and score high enough to be reachable when the Department certifies the eligible list. If the emergency appointee is not reachable, their emergency appointment will end. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list.
