This program creates an opportunity for current part-time and exempt City employees to obtain regular, full-time employment with the City of Los Angeles. The program is divided into two phases: 6 months of on-the-job training (Trainee phase), followed by a 6-month probationary period (Assistant phase). After successful completion of the probation period, the individual will then transition into the targeted civil service classification.

The starting salary may vary; however the salary for the 'Trainee' and 'Assistant' classifications are generally equivalent to the salary for the Targeted, Civil Service classification. Salary placement will be calculated in accordance with the applicable Memorandum of Understanding and the Administrative Code.
Current City employees who started on or before June 30, 2022, and have worked 2,080 continuous hours in a position that performs duties related to one of the targeted, civil service classifications.
VWEs will be required for applicants whose current classification has a wide range of duties depending on the position or if the current classification is not directly related to one of the targeted, civil service classifications and more clarification is needed. The VWEs is a form that must be approved by a supervisor/manager and confirms that an applicant’s required hours are in one of the areas related to the targeted, civil service classifications.
