job description

The Deferred Compensation Plan (DCP) is the City’s voluntary tax-advantaged governmental 457(b) plan, with approximately 52,000 active and retired employees currently participating and over $10 billion in assets. The DCP is available to all eligible employees who are members of one of the City’s three pension systems: LACERS, LAFPP, or WPERP, and aims to support active and retired participants in achieving and maintaining retirement income security. The DCP also provides support to the Board of Deferred Compensation Administration in executing its fiduciary role for the DCP and the DCP’s participants.
A Benefits Analyst will gain experience presenting before a board and Council committees; drafting reports and program materials; negotiating with professional services contractors; and crafting and delivering recommendations that change and reshape Citywide programs.
In this position, a Benefits Analyst will develop their skills in report writing, research, analysis, and public speaking, while exploring opportunities to innovate in a fast-paced environment with supportive staff, management, and executive management.
This position will perform functions of the DCP, which will include the following:
1. Working with the third-party administrator (TPA) and City staff to ensure payroll accuracy and address member issues.
2. Procuring contracts through the City’s request for proposal process, working with contracted service providers, and overseeing contract development to provide the highest level of service, benefit design, and other resources to DCP participants.
3. Conducting analysis and presenting reports to the Board of Deferred Compensation Administration regarding administrative, communications, operational, and policy initiatives related to the DCP.
4. Overseeing and auditing the exchange of information and data between the City’s HR and payroll system and the DCP service providers and resolving payroll and provider issues as they arise.
5. Facilitating data collection, analysis, and reporting.
6. Developing communication and education materials.
7. Overseeing participant goals and metrics for the DCP.
8. Performing other related and/or special assignments as assigned.
