The Department on Disability (Department), on behalf of the City of Los Angeles, is committed to ensuring full access to employment, programs, facilities and services; through strategic management and partnership education, advocacy, training, research and improved service delivery; for the benefit of persons with disabilities, providers of essential resources and policymakers.


The Department is seeking to hire a full-time Accountant to process payable transactions, prepare related reports, maintain records, and assist with various accounting functions. 


Given that this is an internal transfer opportunity intended for City employees, candidates for this position must currently have Civil Service status in the job classification of Accountant and must have completed probation in that classification by the application deadline.


Duties include but are not limited to:


Accounts Payable and Record Keeping (40%)

  • Administer encumbrances, payments, and transfers to City departments, contracted service providers, and vendors through various accounting processes, including authorities for expenditure, purchase orders, interdepartmental orders, purchase card payments, travel vouchers, etc. 

  • Prepare reports relating to purchasing, accounts payable, payroll, cost, fund, appropriations and deposit records. Analyzes supporting documents. 

  • Prepare documents for entry, balancing, adjusting, closing, and reconciling of accounting books. Interprets reports reflecting financial transactions.

Contract Accounting (35%)

  • Utilize the Financial Management System (FMS) to set up various types of documents for processing contract payments such as Master Service Agreements (MSA), Master Agreement Modification Requests (MMR), Service Contract (SC), Payment Request Commodity (PRC), etc. 

  • Analyze invoices for payments by reviewing expenditure reports to ensure compliance with contract budget, contract provisions, and adherence to applicable Federal, State and City regulations.

  • Communicate with contractors and vendors for questions on any disallowed expenditures (budget exceptions and limitations, unallowable costs, over the limit costs, etc.)

Cash Management (10%)

  • Maintain cash journals, records of encumbrance balances, budgetary and cost accounting records, and cash flow records. Maintains petty cash reimbursement fund

Account Management (5%)

  • Establish new accounts and prepares changes in existing accounts

Internal Controls (5%)

  • Examine systems of accounting and evaluates internal controls for compliance with procedures and policies, reports deviations, and recommends improvements

Payroll (5%)

  • Assists with timekeeping and other related duties as assigned
