The Information Technology Agency of the City of Los Angeles is seeking an experienced and innovative individual to join the Department’s executive team as an Assistant General Manager of the Applications Bureau. 

The Information Technology Agency (ITA) currently has 393 employees and an operating budget of over $112.5 million. The department has four Assistant General Manager positions that serve under the direction of the General Manager. The General Manager also functions as the City’s Chief Technology Officer. The Assistant General Managers work closely with senior and executive members of other city departments, the City Council, and the Office of the Mayor. The Assistant General Managers may also be called upon to act in the General Manager’s absence.

The Applications Bureau oversees the implementation, development, maintenance, and enhancements of over 150 enterprise and business applications on a 24/7 basis. This consists of both enterprise (citywide), department-specific, and public safety applications, websites, and mobile applications. The systems include the City's 3-1-1 Citizen Relationship Management system, Tax and Permit System (LATAX), the Business Assistance Virtual Network (BAVN), Financial Management System ERP system (FMS), Payroll System (PaySR), and multiple Police and Fire applications.

The candidate selected will be assigned to manage the Applications Bureau in the Department which has 80 employees and about $31.1M budget. Duties of the position include overseeing sections responsible for key enterprise and business applications (on a seven-day a week, twenty-four hour per day basis).  The bureau consists of four (4) major divisions:  

  • Payroll and HRP Systems Support Division

  • HRP Project Management Division

  • Business Analysis Division

  • Department Application Services Division  

This position is also responsible for leading newer technology in the areas of managing cloud hosting services and mobile application development.


DUTIES AND RESPONSIBILITIES

The Assistant General Manager plans, organizes, coordinates, and directs the activities of a major organizational unit (Applications) in ITA, and applies sound management principles and techniques in building and maintaining an effective workforce. In addition, an Assistant General Manager:

  • Assists the General Manager in formulating and implementing policies, programs, procedures, and standards for the activities of ITA.

  • Assists the General Manager in developing the short-range and long-range planning and policies concerning services, methods, standards, and scope for providing all forms of information technology services and systems for City departments and the City as a whole.

  • Assists the General Manager of the Information Technology Agency by planning, organizing, coordinating, and directing the activities of the Applications Bureau. Advises the General Manager on policy directives, receives policy directives from the General Manager and is responsible for carrying out these directives.  Responsible for developing and implementing succession strategies to ensure the Bureau’s workforce is trained, and prepared for staffing transitions. This position exercises considerable independent judgment in solving administrative and technical problems and utilizes effective leadership and persuasion skills in accomplishing organizational goals and objectives.  May advise the General Manager on project feasibility, optimum utilization of Agency personnel and equipment, resources, and other specialized or technical questions.  May represent the General Manager on Citywide committees and executive steering committees.  May assume duties on behalf of the General Manager at the discretion of the General Manager.

  • Manages sections in the Applications Bureau that are responsible for application support on a seven-day a week, twenty-four hour per day basis.

  • Provides management & technical leadership and direction in planning, development, and implementation of applications, databases, and systems solutions.

  • Coordinates IT planning with City departmental management, vendors, integrators, and consultants in support of the City's systems, application and network environments.

  • Practices administrative, budgetary and contractual processes and procedures for departmental solutions.    

 SKILLS, KNOWLEDGE, ABILITIES AND PERSONAL QUALIFICATIONS REQUIRED:

This position is open only to current City employees.  Incumbents must have the following knowledge and abilities:

 A good knowledge of:

  • New technological developments in the information technology industry;

  • Principles, methods, materials, and equipment used in information technology applications and related technologies;

  • Principles and practices of public administration applicable to the administration of a department providing information technology systems and services;

  • City, State, and Federal laws, rules, policies and regulations affecting information technology applications and related technologies in a public sector environment;

  • Practices and procedures associated with information technology activities;

  • Laws, ordinances, and regulations governing or impacting upon the Agency's functions;

  • Management principles and practices including: planning, delegating, and controlling the work of subordinates;

  • Techniques of training, instructing, and evaluating subordinate work performance;

 A working knowledge of:

  • City administrative and personnel rules, policies, and procedures;

  • Memoranda of Understanding as they apply to subordinate personnel.

  • Budgeting and financial administration, personnel administration, and administrative analysis;

A general knowledge of:

  • Cost accounting and purchasing;

  • Public relations principles and techniques;

  • Laws and regulations related to equal employment opportunity and affirmative action.

 The ability to:

  • Plan, direct, and coordinate the activities of administrative, technical, and support personnel;

  • Plan, organize, coordinate, direct and review the work of subordinate supervisors;

  • Exercise sound administrative judgment, originality, and initiative in the development of new methods and procedures and in the solution of difficult problems;

  • Ensure that timetables and schedules for project completion are met;

  • Identify innovative solutions to the City's business problems by applying the latest advances in information technology;

  • Prepare, plan, direct, and coordinate the preparation of clear and comprehensive technical and administrative reports and policies;

  • Deal tactfully and effectively with subordinates, public officials, representatives of other governmental agencies, private industry, and the general public;

  • Develop and maintain cooperative relationships with governmental officials and agencies, civic organizations, and private industry;

  • Represent the Department effectively at hearings before other agencies and at conferences with public and private sector officials and representatives of information technology industry organizations;

  • Maintain a work environment to enhance employee morale and productivity;

  • Develop and motivate staff as well as elevate morale;

  • Provide strong leadership abilities and superior interpersonal and communication skills, including experience with both professional and field personnel.

DESIRED QUALIFICATIONS:

 Education:

A Bachelor’s degree from a recognized college or university in Computer Science, Information Technology, Management Information Systems, Business Information Systems, or a closely related field; and

Experience:

Minimum of 3 years of experience at the level of Information Systems Manager II, Director of Systems, Chief Information Security Officer, Chief Management Analyst, or Director or Communications,engaged in directing major application systems development with an emphasis on project management and directing the operation and maintenance of complex enterprise information systems.

The successful candidate will 

  • Be a business/IT professional with strong strategic and conceptual skills.

  • Be experienced in directly advocating policy positions to executives and elected officials. 

  • Be capable of bridging the gap between technical staff, client department, and City administrative functions with effectiveness and precision.

  • Have served in a management position in a large organization.

  • Possess expertise in computer application development and project management.

  • Be experienced in developing budgets and managerial control mechanisms, and an understanding of the City’s budgeting and legislative processes.

  • Be experienced developing IT standards and policies for a large organization.

  • Have a broad interdisciplinary, technical background.

  • Have strong leadership abilities.

  • Have the skills necessary to define a direction, facilitate change, inspire teamwork and adapt to rapidly changing environments and issues, and

  • Possess strong interpersonal and superior communication skills.

The position of Assistant General Manager in the Information Technology Agency is an exempt, at-will management position. The incumbent will not accrue any civil service tenure, contractual employment rights or due process rights. The Assistant General Manager is appointed by and serves at the pleasure of the General Manager. The incumbent may be removed, without any finding of cause, by the General Manager. Such removal would not be reviewable or appealable.
