The responsibilities of these positions include but are not limited to:
• Performs engineering work for the Physical Security and Engineering Services section in preparing plans, designs, specifications, installation, operation, maintenance of the Department's physical security system, and substation Critical Infrastructure Protection (CIP) cyber security implementation projects.
• Performs detailed electrical building systems design for Joint System facilities electrical power, lighting layouts, load calculations and load studies, specifying electrical equipment, circuit breakers, cable type, cable sizing, conduit layouts, and grounding.
• Prepares Construction Work Packages (CWP), estimates, and schedules for physical security system and various projects; coordinates, tracks, and reports the status of projects.
• Lead engineering and technical personnel performing installation, testing, commissioning, operation, and maintenance of Department’s physical security, cyber security implementation, and various design projects.
• Ensures work complies with North American Electric Reliability Corporation/Western Electricity Coordinating Council (NERC/WECC) monitoring and reporting regulations for CIP as well as reliable security monitoring of various Department facilities, including the Water, Power and Joint System.
• Review and participate in the activities of engineering personnel involved in the preparation, negotiation, and administration of contractual arrangements for professional security system contracts.
• Review and participate in preparing studies for regulatory compliance and security projects for Department facilities.
• Investigates and research the use of new advanced technologies, analytics, devices, equipment, materials, and methods to improve physical security system projects and maintenance.
• Collaborate with personnel from Enterprise Cyber Security Services group in regard to physical security system and CIP requirements.
• Provides field engineering support for troubleshooting and reviewing physical security system and/or design modifications to increase system reliability; updates supervisor on related issues and makes recommendations for improvements and corrective actions.
• Provide electrical engineering support and collaborate with Facilities Services personnel during upgrade, modification, and repair activities.
• Coordinates work with architects, other engineering disciplines, outside contractors to conform with department standards, and LA Department of Building and Safety (LADBS) in plan check approvals and acquiring permits.
• Ensures that Physical Security Systems Design Standards, Engineering Process Manual (EPM), LA City Code, California Code, and CIP Cyber Security Standards are followed.
• Train administrative, engineering, and Security Services personnel with regulatory compliance, security design, security standards, and engineering services.
• Performs other related duties, as required.
Candidates will be evaluated for job-related competencies which may include, but are not limited to skills, knowledge, and abilities associated with:
• Knowledge of NERC/WECC Reliability Standards and CIP Cyber Security Standards.
• Knowledge of electrical engineering and project management principles and practices.
• Knowledge of electrical building systems designs and Department facilities systems and their construction, operation, and maintenance, as well as applicable building, electrical, energy, fire, safety codes and regulations, Los Angeles Department of Water and Power (LADWP) design standards, and EPM.
• Knowledge of LADWP policies and procedures; safe work practices, safety impacts, and safety by design.
• Knowledge of the legislative and environmental changes affecting security systems/projects, costs, and maintenance.
• Knowledge of contracts/specification preparation, negotiation, and administration.
• Knowledge of Department safety and Equal Employment Opportunity policies, procedures, and practices.
• Knowledge of the legislative and environmental changes affecting security systems/projects, costs, and maintenance.
• Ability to use independent judgment, make sound decisions, demonstrate initiative, and apply innovative thinking to solve complex problems; Ability to communicate clearly and effectively both orally and in writing, and effectively interact and communicate with all levels of personnel within LADWP, utility representatives, government officials, contractors, and the public.
• Ability to prepare material and service specifications, technical report, charts and graphs, evaluate bids, select, and administer contracts; prepare standards, specifications, and construction work; Ability to use computer programs, databases, prepare studies, and analyze and write effective technical reports; Ability to effectively prioritize work, multi-task, track schedules, and complete assignments with minimal supervision.
Overtime work, emergency call-out, disturbance calls, and travel may be required before and after normal work hours, on scheduled days off, holidays, or on weekends, based on the division’s operating needs.
A valid California Class C Driver’s License is required and must be maintained during the course of employment. Applicants must have completed probation as an Electrical Engineering Associate II to qualify for this position. Due consideration will be given to relevant work experience, education, and attendance record. Candidates will be evaluated for the necessary work-related skills, knowledge, abilities and other qualifications (by resume, interview and other means as specified). A performance test may be administered. A background check will be conducted, including review of personnel folder.
