The duties of the position include, but are not limited to the following:

• Develop and manage purchase orders/agreements/contracts/request for proposals/Invitation for Bids. Ensure the vendors/contractor/consultants are following the scope of work and meeting the Department’s water conservation goals. Tasks may also include bid solicitation, cost estimation, scheduling, negotiations, and invoicing.

• Conduct engineering analysis/modeling for water conservation savings quantification, forecasting existing and new water conservation programs, interpret statistical information, evaluation of cost-effectiveness program scenarios, and engineering review of potential new water conservation devices.

• Manage and develop improvements for multiple water conservation databases
to streamline technical queries and enable additional in-depth engineering analysis.

• Prepares presentations, long term plans, letters, memorandums, and briefings for management, the Board of Commissioners, City Council and/or outside agencies/departments regarding various water conservation issues/programs/updates.

• Participates in independent/statewide/national research and analysis covering a wide range of water conservation topics; interpretation, preparation and/or review of statistical information, reports, and engineering analysis.

• Works with outside agencies for existing and new water conserving programs/partnerships.

• Participate in outreach events as well as aid in the development of outreach materials for Water Conservation programs.

• Other related duties including participation in Water Resource Division safety program, training, contract administration, and general administrative activities.

• Travel and overtime may be required as necessary with limited notice.

Skills, Knowledge, and Ability

• Knowledge of engineering concepts, project management, estimating, scheduling, solicitation of consultants/contractors and contract administration.

• Ability to manage multiple projects and priorities.

• Excellent writing skills, oral communication, and interpersonal skills. Candidates must have the ability to work well independently or with others, including internal and external personnel.

• Ability to prepare presentations, technical reports, charts and graphs, and feasibility reports.

• Knowledge of City and LADWP safety, employment and EEO policies, practices, and procedures.

• Ability to make sound decisions under pressure; prioritize and manage multiple assignments.

• Working knowledge and skills of engineering computer applications, databases, and Microsoft Office Suite

A valid California Class C Driver’s License is required and must be maintained during the course of employment. Eligible candidates must have status on a regular appointment with the City of Los Angeles having passed probation as a Civil Engineering Associate (7246) and possess a valid Engineer in Training (EIT) certificate or State of California Professional Engineer License (PE).

Candidates will be evaluated for the appropriate skills, knowledge, and abilities by interview which may include a written performance exercise. Attendance record may be evaluated.

Candidates selected for Tentative Transfer have the option of returning to their previous Department/Division for any reason within the first six (6) months. Similarly, Water Resources has the option of returning the employee back to their previous Department/Division for any reason within the first 6 months. The tentative transfer would need to be approved by both the appointing and releasing Department, and is considered permanent at the end of six (6) months, unless terminated by the employee or Water
Resources beforehand.
