The Department on Disability (Department) is committed to ensuring the City of Los Angeles provides full access to programs, facilities, and services. Through strategic management, partnerships, advocacy, training, research, and improved service delivery, we aim to benefit individuals with disabilities, providers of essential resources, and policymakers. The Department is seeking to hire one full-time exempt Principal Project Coordinator to coordinate Citywide efforts to comply with disability access compliance requirements, including the Americans with Disabilities Act, and to lead the Disability Access and Compliance (DAC) Division as the Division Manager supervising a team of professionals to achieve organizational objectives. Duties: Duties include but are not limited to: Citywide Compliance (35%) Coordinate and monitor Citywide compliance with state and federal disability access laws, regulations, and technical requirements including, but not limited to, the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, Fair Housing Act, Disabled Persons Act, and Unruh Civil Rights Act. Evaluate and report on the impact of state and federal disability access regulatory changes on current City policies, practices, and procedures. Serve as a technical expert on interpretation and application of state and federal disability access laws, regulations, technical requirements, and best practices. Develop and implement organization-wide policies and procedures to support compliance with state and federal disability access requirements. Maintain accurate records of and prepare reports on disability access compliance activities. Represent the City at meetings and activities of local, state, and national organizations and committees addressing disability related issues. Division Administration and Supervision (50%) Plan and direct the work of the DAC Division. Supervise implementation of the Division’s services to support Citywide compliance including staff training, technical assistance, accessible communication services, and administration of the ADA Title II Grievance Procedure. Supervise implementation of the Division’s constituent services including providing information and referral as it relates to disability access requirements, Accessible Parking Zone request processing, and Sidewalk Repair Program request processing. Lead development and implementation of special projects such as the Citywide Self-Evaluation and Transition Plan. Assign, monitor, and evaluate the work of Division staff. Prepare, review, and edit written reports, memos, correspondence, and other transmittals. Manage the Division’s budget, including developing the Division’s annual budget request and monitoring expenditures. Represent the Department at internal and external meetings with other City departments, City Council, City Officials, Commissions, and other governmental agencies. Emergency Response (10%) Supervise the Department’s emergency response activities including the Department Operations Center (DOC) and Department responsibilities in the Emergency Operations Center (EOC). Serve in the DOC, EOC, and/or in the field as needed. Professional Development (5%) Attend training and conferences to remain up to date on current and emerging disability access concepts, issues, and best practices. Other duties as assigned. Experience, education, and other professional requirements: The preferred candidate will have detailed knowledge of state and federal disability access laws, regulations, and technical requirements and experience with advising constituents, government entities, and community organizations on understanding, interpreting, and applying the requirements in a variety of circumstances. The preferred candidate will have experience planning, delegating, and reviewing the work of subordinate staff. The preferred candidate must be able to work independently as well as follow instructions, policy guidelines, and directives of the Department’s Executive Director and Assistant Executive Director. The preferred candidate will demonstrate the ability to work in a fast-paced environment, and must be highly self-motivated, responsible, and have excellent organizational skills. The preferred candidate will have knowledge of the basic principles of budgeting and financial management, contract administration, and software applications. Bachelor’s Degree from a recognized four-year college or university and four years of professional experience. CASp certification is a plus.
