The Mayor’s Office of Infrastructure and Climate Resilience advances a unified and holistic approach to planning for and delivering robust, resilient infrastructure at the nexus of climate and equity. The Office coordinates efforts of eight City departments with purview over the public right-of-way and transportation, including core services like maintaining our streets, solid waste handling, wastewater treatment, stormwater management, trees, parks, other public spaces, Metro and other public transit. The Office supports clean, safe, vibrant community design that enhances the quality of life, adapts to climate change, and makes it easier for all Angelenos to walk, bike, and use transit. SUMMARY: As the Capital Projects Delivery Manager, you will develop, track and deliver the Mayor’s infrastructure goals, focusing on capital projects delivered by the City in the public right-of-way and public spaces. You will work closely with the Department of Public Works, Department of Transportation, Department of Recreation and Parks and other parts of the Mayor’s Office. The Capital Projects Delivery Manager serves at the direction of the Deputy Mayor for Infrastructure, reporting directly to the Director of Capital Infrastructure, and working closely with all members of the Mayor’s Office of Infrastructure. PRIMARY RESPONSIBILITIES: The Capital Projects Delivery manager will coordinate the effective implementation of a citywide Capital Improvement Plan, and work with multiple departments to standardize interdepartmental processes and systems to improve overall project delivery of capital projects. Responsibilities may vary over time depending on priority and stakeholder needs. Duties may include, but are not limited to the following: Report to the Director of Capital Infrastructure and assist in the implementation of the 5 Goals of Mayor Bass’ Executive Directive 9, with particular emphasis on Goal 1 – Governance Reform, Goal 4 – Asset Management Systems Implementation, and Goal 5 – Compilation and release of the City's first Capital Investment Program (CIP). Compile a comprehensive list of funding sources for the City's Infrastructure for inclusion in the CIP, and make recommendations for ways the City can improve its success in the acquisition and management of grants and funding for City infrastructure. Work with Infrastructure Directors to improve capital planning and project delivery in the public right-of-way and spaces for all Angelenos by facilitating coordination between relevant departments and external stakeholders. Coordinate interdepartmental meetings discussing capital project planning, design, delivery, and maintenance by researching best practices, setting agendas, presentations, and note taking. Identify, research, and prepare policy recommendations for consideration by the Mayor, Deputy Mayor, and Director of Capital Infrastructure and relevant City departments on engineering, construction, asset management, and data tracking. Research and write policy analyses—including reports, issue briefs, and memoranda—to reach a variety of stakeholders to achieve intended outcomes. Cultivate relationships with partner agencies and constituents in support of infrastructure priorities, including the LA River. Manage and synthesize large amounts of data, including systems, to maintain the accuracy and timeliness of internal and external dashboards. IDEAL CANDIDATE: Strong knowledge of the City's budget processes and capital planning including funding sources internal and external to the City of LA that are leveraged to finance. infrastructure projects and operations and maintenance used for good state of repair 5+ years of administrative departmental experience is a plus, with special emphasis on knowledge of financial protocols, systems, and documentation. Experience working with infrastructure heavy departments like transportation, public works, parks & recreation, and general services. MINIMUM QUALIFICATIONS: Familiarity with an affinity for the City of Los Angeles, including government operations, rules, policymaking process, and functions of departments, agencies, and commissions. A detailed understanding of infrastructure policy development, strategic planning, and implementation. Demonstrated ability to forge effective working relationships with multiple parties. Ability to analyze policy and data and synthesize information into clear and concise recommendations. Ability to multi-task and adapt within an active work environment, including on nights and weekends as needed. Strong written and verbal communication skills with the ability to tactfully respond to public inquiries and concerns in a timely manner. Experience working in the diverse communities of Los Angeles. Knowledge and experience of engineering principles, construction delivery methods, asset management, and implementing large capital projects in Los Angeles.
