Thank you for participating in the Disaster Service Worker (DSW) program for the City of Los Angeles! As a City employee, your day-to-day roles and responsibilities directly impact the lives of people who live, work, and play in the City of LA. During an emergency or disaster, the City may ask you to perform work outside the normal scope of your duties as a DSW. All public employees in the State of California are considered Disaster Service Workers. As a DSW, you will never be asked to perform any duty or function you do not know how to perform or have not received adequate training to complete.
Mayor Bass activated the Disaster Service Worker Program on January 14, 2025. Mayor Bass declared that "Pursuant to the Declaration of Local Emergency, dated January 7, 2025, and Los Angeles Administrative Code Section 8.30, I find that a critical need for DSW support exists and thus hereby activate the City of Los Angeles DSW Program in response to the 2025 Windstorm and Fire Emergency. City employees are required to complete various DSW related training throughout their City career. Specifically, all City employees are required to complete the Disaster Service Worker: Mandatory Loyalty Oath Training upon hire. After the initial completion, employees should also complete the DSW Refresher Course series on an annual basis. When the DSW Program is activated by the Mayor, those who are designated as DSWs during an emergency should also complete the Disaster Service Worker II: Serving Others training prior to going to their DSW assignment. All of these trainings can be accessed via the Cornerstone platform (lacity.csod.com).
The Personnel Department will work with department liaisons to try and assign any necessary training prior to your DSW deployment. DSWs can also login and register themselves for any training they need to complete. DSWs simply need to login to Cornerstone, select Browse for Training, and then select the "Disaster Service Worker" subject on the left. This will bring you to all DSW related training. Please do your best to complete the Mandatory Loyalty Oath and Serving Others courses prior to your DSW assignment.
